Hiroshima-ken International Exchange Association

  I am accepting applications for people who will make a speech on some theme some Sunday afternoon.  

Dear native speakers of English and others,

  Around thirty five years has passed since I founded this organization: Hiroshima-ken Int’l. Exchange Assoc.   At the beginning, I had invited top-ranking foreign governmental officials and top names, but not now.    Until now may be more than 350 people I have invited as speakers.   Some of them have made speeches far beyond my imagination.  

  So we as Japanese have absorbed various kinds of their precious things such as culture, their way of thinking, traditions, political and economic points of view through their speeches and discussions, which they have made in the meetings.   I must thank them for communicating through English.  

  It is a very rare case to talk with Japanese people in English, especially in a rural area like Hiroshima-ken.   There is only one place to have this kind of activity probably.   It means that as Japanese we don’t have any place to discuss and debate in English with foreign people.  

  So for foreign people, this is the only place where you can absorb various kinds of precious things such as Japanese culture, Japanese way of thinking, tradition, folklore, Japanese songs, Japanese political and economic system, literature, Japanese way of life, etc. through English.  

  And also you can enjoy Karaoke in English and discuss many domestic and international issues.  

  If you have any problems, we Japanese are willing to cooperate and help you from the bottom of heart.    All the time we Japanese are an accepting people.   I am looking forward to having you here in the meeting in the Lounge.   If you like, I can send a monthly bulletin in English by postcard or E-mail.

            Onomichi-shi is the neighboring city of Fukuyama-shi.  

            It is also in the middle of Hiroshima-ken and Okayama-ken, facing the Seto Inland Sea.

Dear friends,

  In Japan now we are struggling through a bad reputation of nuclear power plant accidents by big tsunami natural disaster last March.   Especially sightseeing industries and food stuffs exportation are drastically decreased.   Still now foolishly the government tries to restart nuclear power plants against citizen’s strong will to abolish the nuclear power plants.   But recently the government is seeking another safety method to produce electricity effectively.   That is geothermal power plants.   The Environment Ministry is set to approve the practice of drilling diagonal wells in national parks as part of efforts to promote for geothermal power plants.   But drilling in national and quasi-national parks is strictly regulated for developing geothermal plants, despite the great potential.   It would relax the regulations to approve diagonal drilling, a form of drilling where wells can originate outside the regulated area in a national park.   Concerning geothermal power generation, the Government Revitalization Unit has submitted a deregulation proposal demanding relaxation of existing rules.  The ministry will also study the possibility of allowing a large-scale power plant within regulated areas in the national and quasi national park.   A geothermal power plant generates electricity by drilling a well to extract geothermal steam from underground, and then using it to turn a turbine.   What do you think about this?

  A presentation entitled “My trip to Olympia WA., an experience staying with a member of Friendship Force Olympia club” will be given by Mr. Toshiro Inohara on June 24th, the fourth Sunday, at 1:00 PM in the Lounge.   Before the speech, we will have a Karaoke lesson featuring the song “I went to your wedding.”   Following the song, the above-mentioned concern will be discussed briefly.   I would appreciate those not attending to let me know in advance.   Thank you.   Tel: 0848-37-3518

当協会は英語を通じて国際理解を深め、国際貢献をしようとする団体です。

毎月の例会では、最初に英語のカラオケのレッスンをし、続いて国際的に、また国内的に注目を集めていることについてデスカッションします。  内容は会員へ郵送する葉書で案内してあります。  そのあと講演が始まります。  例会は毎月のいずれかの日曜日の午後一時より四時か五時ごろまで行われます。 会員は広島県内で60名位です。

もちろん外国人の方もいます。

The participation in the AGAPE  ( Ms. Keiko Holmes: Founder-director / Mr. Koushi Kobayashi: Representative in Hiroshima-ken ) program for reconciliation with former British Prisoners of War (POW) from July 17th through 26th,2000 in London, England. 

   In the picture, Mr. And Mrs. Norman and I are at the reconciliation party at the Union Jack Club Hotel near Waterloo Station in London.   Mr. Norman was one of the 100 British POWs who had been working for the Hitachi Dock Yard in Mukaishima Island, near Onomichi city, in the Hiroshima Prefecture.   Before the end of War, 23 of them had died.   

   During my stay in London, the members of my organization Mr. Yoshida, Ms. Mizobuchi, and I attended the reception party with POWs at the Japanese Embassy.   There I met Mr. Hayashi, the Japanese ambassador and talked a lot about AGAPE activity.  

 

 

  In 2002, Mr. Kobayashi, Mr. Minamizawa, and our organization supported a program to erect a monument for reconciliation between Japanese and British POWs.   We were very glad to be able to hold the unveiling ceremony of a monument to British POWs and to invite people such as British POWs and their family from Britain as well as staff from the British Embassy on March 19th on Mukaishima Island, just opposite Onomichi city.   The mayor and staff of Mukaishima Town hall, teachers and pupils from Mukaishima Central Elementary School, and the Brass Band troupe from Onomichi Fire Station fully cooperated with us to do this.   Thanks to them, we were able to show our best to them.    I must thank them for supporting it.  Also, we shouldn’t forget Ms. Keiko Homes’ great role in having done this.   

  Eighteen years have passed since the beginning of this activity.   Former POWs have been to Onomichi, Mukaishima, and Innoshima four times now.  

  I will show you some of their pictures at the time when they were here, and their letters after their visit here.

One of the British POWs sent a letter to me, who visited here with his wife to attend the unveiling ceremony.  

 

Dear Mr. Matsuura

  My wife and I have been getting back to normal everyday life after the hectic fourteen days we spent in Japan, especially as we had only three weeks’ notice to prepare for our journey.  

  I am very pleased I was persuaded to come and feel so much better since meeting the Japanese people who were so kind and generous with their hospitality and friendliness, so different to what I experienced on my first enforced stay.   I was 21 years old and the brutality and inhumanity has been imprinted on my mind for 60 years, those times I can never forget, but since arriving home I have felt a strong bond with Japan and its people.  

  Our thanks for the photo you forwarded, a very pleasant reminder of Onomichi, a place I would have liked to linger awhile and get to know the people we met so briefly and who had worked so hard on our behalf.   However we were whisked away, I did feel a loss.   We did enjoy the War Memorial ceremony especially the children singing, we wondered if a cassette recording had been made of it and the Fire Brigade band we thought was excellent.   I will never forget Onomichi.  

  Did you mention you are visiting England this summer?   If so it would be great to see you again, if not, I hope you will be able to keep in touch.

One of the volunteer people who are investigating about Mukaishima and Innoshima POW camps sent a letter to Mr. Koshi Kobayashi.

 

            Far East Prisoners of War in Mukaishima Camp

 

  I know that a lot of prisoners of war were forced to work in various places such as coal mines, shipyards and factories in Japan. As you know, there were about 90 prison camps throughout the country during World WarU. I have been studying about the prison camps in Hiroshima Prefecture for the past seven years. We volunteer people are now studying about Mukaishima POW camp and the Innoshima one. Both were located in the islands in the Seto Inland Sea in Hiroshima Pref. Some British POWs have already visited their former camps for the first time in about 50 years. All of them said to me, “ The trip to Japan has helped me to lay many of the ghosts to rest which have haunted me since the end of the War. I’m glad I have lived to see the day when we are all friends again.” When I hear this from them, I feel nothing is so rewarding as this volunteer work.

  Id like to show some mass media articles about POW and the exchanging letters between POWs and me. 

 

   Above all, Nippon Slaves is a story of compassion.   There is no bitterness in Lionel de Rosario’s memory of the camp at Songkurai on the River Kwai: ‘I always cherished the hope that one day, the beautiful tropical sun would shine brightly when I would walk away alive and well from that earthly hell.   I would always remember Songkurai as an intensive training for my manhood and as the place where I won my battle for survival’.

  Japanese P.O.W. Camp Memorial  

During our recent time in Japan we were introduced to Seiichi Matsuura, a remarkable man, who is president of the Japan – UK Friendship Society.   He took us to see the remains of a large P.O.W. camp in Mukaishima and a recently finished monument to those who died there during World War U.   Mr. Matsuura organizes reconciliation exchanges and meetings with ex P.O.W. Internees and their families.   He is keen to foster friendship between the two nations and took us to see the P.O.W. Monument which was erected last year.   The P.O.W. Camp was in a factory building with bricked up walls which still exists with an inscription on the door which reads: “Mukaishima Prisoner of War Camp November 1942 – September 1945 World War U was the most unfortunate event of the 20th Century.   During the war many prisoners of war were brought to Japan from throughout Southeast Asia.   Hiroshima Prisoner of War Camp No 4 was established here on Mukaishima and 216 British, American and Canadian men were imprisoned.   In November 1942, 100 British airmen were brought here from Indonesia and put to work at tasks such as carrying materials in factories.   Of these 28 young men became ill and died.  Bearing in mind the tragedy of war, we pray for lasting peace and friendship and vow that what took place will never be forgotten.

 It was a pleasure to talk with you on the occasion of our recent visit with the Agape Group to the reception at Mukaishima Church.   I am so please you introduced yourself, it was for me a great occasion as you were the first Japanese person I was able to have a serious talk with.   What a pity we could not have seen more of you but everywhere our time was so limited.   My wife has taken a very good photograph of you and I ( a copy of which is enclosed ) which not only conveys the all too brief friendship we shared but symbolizes the way our two countries should be.   Would you please convey our sincere thanks to the Rev. and Mrs. Minamisawa and congregation for the wonderful lunch they gave us when we visited, we appreciate all the work and effort that went into making it such a happy occasion.   We met many wonderful people during our stay in your country and formed new friendships which we hope will continue into the future.   We will never forget the warmth and kindness shown by everybody during our visit.

Dear Seiichi Matsuura

  Thank you so much for your kind letter and photographs which we received some time before Christmas.   It has taken me so long to reply to you as sad to say my husband Mr. George died on 23 December.   He had been very well throughout his stay in Japan and our visit helped to ease the bitterness and hatred caused by his treatment during the war.   We had a most marvelous time in your country and were overwhelmed with the kindness and effection shown to us.   He often spoke of our visit in the few short weeks after our return and before he died, he had very vivid memories of his talk with you.   I believe it was after meeting with you that the hatred and bitterness began to disappear so that when he died he was more at peace with himself.   I am so glad we were able to make the visit to Japan particularly as he died so soon after our return.   I have many lovely photographs of our Pilgrimage to Japan  and as these are the last taken of my husband I treasure them.   Perhaps some day, please God we shall meet again.  Until then my very best wishes to you and yours.

  I was one of the war prisoners who recently came to Japan, we were talking one evening and you said that if I sent you an e-mail address, you would send me some photos.   Here is my son’s e-mail address.   I came to Japan and I wondered what kind of reception I would get.  The greeting and kindness we were shown was beyond belief.   It was magnificent.   I shall never forget it.   The most wonderful part for me, was when I found the last resting place of two of my war-time comrades.  It was so very traumatic, may they rest in peace.   Just to identify myself in case you have forgotten me, I gave you a pen.   I close this letter5 with best wishes to you, from yours sincerely

  I just want to tell you, that my trip to Japan did a lot for me.   The kindness and friendliness of all the people I met wiped out a lot of the bad memories I had of the past, for this I am very very grateful.   The hole in this card shows you where I live near to heaven. Welcome!  Ship building trainees from Sri Lanka

 

 

 

In 1993, Onomichi Dockyard Company Limited planned the training program for employees of the Colombo Dockyard Ltd, its subsidiary company.    This program has continued even still today.   Each training group has stayed here to train for about half a year.   When they came here, we supported them culturally, as volunteers; such as inviting them home, exchanging culture with them, talking about our lives, going somewhere with them, etc.   Anyway, we enjoyed ourselves with them.   

This is the message from a leader of the group, Mr. Tyrone De Soyza.  

We are a 23 member-group from Sri Lanka, who has been selected by the management of the Colombo Dockyard Company Ltd. Japan for a six-month training program.   We are sponsored by the Onomichi Dockyard Company Ltd. which is the owner of Colombo Dockyard Company Ltd.   Colombo Dockyard Ltd. is the only ship repairing and ship building company in Sri Lanka that has dry docking facilities.   Onomichi Dockyard has provided accommodations for all facilities.   Its manager and staffs of labor administration department are doing their best to look after us.   They have planned to take us to the Kawasaki steel company at Okayama and Hiroshima Peace Park.   We take this opportunity to thank the management of Colombo Dockyard Ltd. along with the management and the labor administration department of Onomichi Dockyard Company Ltd.  

 

The 11th AmericaJapan Grassroots Summit

On Oct.11th, 12th, and 13th, in 2002, the regional event of the 11th Japan-America Grassroots Summit was held in Onomichi.   Every year, this event is held between America and Japan.   This year it was held in Hiroshima Prefecture.   Next year in America, it will be held in Texas, and then in two years time, in Japan, it will be held in Chiba Prefecture.   This is the way in each state and each prefecture this event continues to be held one by one between two countries to inspire to the mutual understanding between Japanese and Americans.  

  This time, eight members participated in this event as interpreters.   Six of us were interpreters for sightseeing tour, and two of us were interpreters for the welcoming ceremony and so on.   The names of eight interpreters to this event are Mr. Toshiro Inohara, Ms. Shihoko Ujima, Mr. Koshi Kobayashi, Ms. Sayoko Oka, Ms. Makimi Murata, Ms. Yuka Kobayashi, Ms. Kimiko Nakai, and me.

Another POWs came in Mukaishima

  On Oct. 17th,2002, twenty British POWs and their family came here in Innoshima and Mukaishima Islands to visit the monument for British POWs which we erected on March 19th, 2002, the same year.

On the 22nd of October 2003, eight members of our organization participated in the meeting between ‘the British and Australian POWs and their family’ and ‘Japanese support groups for them’ as interpreters.    They visited The Peace and Friendship Monument and The Memorial Plate for the 23 British men who died in Mukaishima, and then we arranged them to hold the meeting with pupils of Mukaishima central elementary school to talk of their experiences while they were staying here in Japan as POWs, and ‘war and peace’ for deepening the mutual understanding between them.   Pupils asked them many questions.   They are kind enough to answer the pupils’ questions.   It seems to me that the meeting with them was a real educational experience for keeping peace in the future.  

  Ms. Shihoko Ujima, one of the interpreters from our organization wrote description of her impressions as follows:

  Mr. Otto Frank, Father of Anne Frank said “Please be a person to do something to create peace.”   What would you like to do for world peace?  

  I had a really good experience with the AGAPE group which is organized to reconciliate the former British Prisoners of War and Japanese, on Oct. 22nd, 2003.  The former POWs had a meeting with one of the primary schools in Mukaishima, Hiroshima-ken.   I was there as an interpreter.   Frank, the former POW’s story touched the pupils’ hearts, and also mine.   What surprised me was that the pupils were asking him many questions, which told me that the pupils were seriously interested in the war and were thinking how they could help world peace.   I hope that they can do something for world peace after meeting with the AGAPE group.   I also hope that this lesson will spread out from those children to others.  

  A nation’s peaceful society can be measured by children’ smiles.   Even if children are not independent yet, children all over the world are the ones who actually most wish for world peace.   

  As an adult, I would like to provide a comfortable society to keep our children’s wishes alive, but not a convenient society to spoil them.

第二次世界大戦中、194211月から19458月の終戦まで因島に連合軍の捕虜収容所があった。英国本土から約100名、また香港から約100名の捕虜が因島の造船所で強制労働させられていた。合計約200名の内、13名が死亡、他の生き残った者たちは全員帰国することが出来た。

写真は、帰国間近い1945915日開放日の数日前に撮影されたもので、英国兵捕虜の隊長であるハロルドA・プリチャード(Harold A. Pritchard)准尉の日記/記録簿とともにロンドンの国立公文書館に保存されていたものである。写真はプリチャード隊長の息子であるイアン・プリチャード(Ian Pritchard)が昨年11月に送ってきたもので、隊長の記録の写真には次のように注記されている。

With "American Air Force" food supplies, unlimited rice, fresh vegetables and pork, men rapidly gained weight. About 100 of the fittest men regularly took part in P.T., swimming, football and route marches until relieved on 15.9.45.

Going home soon!

British POWs exercising on Orikonohama beach, Innoshima - photographed a few days before September 15, 1945, their liberation day

 

  There was a Prisoner of War Camp in Innoshima during World War 2, from November 1942 to the end of the War in August 1945. There were about 100 POWs from Britain and about 100 POWs from Hong Kong in the camp, and they were forced to work in a local shipyard. Out of the 200 men, 13 died, and the survivors were all able to return to their homes.

  The two photos were taken on Orikonohama beach near the camp just a few days before their liberation on September 15, 1945 soon after which they started to return home. The photos are permanently stored together with the Log/Diary of the camp leader Warrant Officer Harold A. Pritchard in the British National Archives in London. The copies of the photos were sent to me by Ian Pritchard, the son of Warrant Officer Pritchard, last November. In his Log/Diary the photographs are annotated as follows:

On May 2nd, 2004, ten Sri Lanka people including college students and children visited the Lounge.   One of the ship building trainees from Sri Lanka who is studying and working at Onomichi Zosen Co. Ltd. ( ship building company), Mr. Wickramasinghe introduced them to me and brought them to the Lounge.   Two of them are students of the Graduate School of Biosphere Sciences, which falls under the Faculty of Applied Biological Science at Hiroshima University.   

   Ten years ago, on Feb. 18th, 1993, I invited Mr. Buddhi Marambe (at that time Mr. Yumite was kind enough to introduce him to me), who is a student at the same faculty to make a speech on “Sri Lanka Today Additionally Pluses and Minuses of Japanese Culture.”    When I mentioned Mr. Buddhi’s name, the Sri Lankan students at Hiroshima University, Ms. Achini and Mr. Achala gasped, Mr. Buddhi is a teacher of ours and is now a dean professor of the Dept. of Crop Science in the Faculty of Agriculture at the University of Peradeniya in Sri Lanka.    I was greatly surprised to hear that and felt very happy.   In my time I have become acquainted with many foreign people through various volunteer activities.   So I am very satisfied to be surrounded by nice people.  

  By the way, some of them left the following message for me:

Onomichi is one of the most beautiful cities.   I visited the Annual Firework Festival in Hiroshima and Onomichi Castle is fascinating.

  “ Thank you” seems to be too a simple word to explain how very much I appreciate what you have done through out these 8 months to make my trip a joyful one.   I ‘d like to thank you for showing me the beautiful places in this country.   I never forget cherry blossoms festival in Senkoji park. 

  I would like to thank Mr. and Mrs. Matsuura for presenting me valuable gifts and for finding time to be so thoughtful through each busy day.   Just knowing someone here who understands and cares for me in another country, especially like Japan means so much in life.   I will never forget this journey forever.

First of all I must thank to my head of department, Mr.Prasanthaperera and the management of Colombo Dock Yard to select me as a trainee at Onomichi Dock Yard in Japan.   I came here on 12th September, 2003.  

During my period, I got good experience in ship repairing and ship building    On the way I met Mr. Matsuura.   He helped me to see beautiful places in this country.   From him I came to know lots of Japanese friends.   I won’t forget this friendship forever.   Thank you very much.

A Happy New Year to You

  Internationally we stand on a very difficult situation through the terrorist attack.  We must stare at the process of making a new government after the Taliban in Afghanistan.   So post-Taliban rule must be established as soon as possible.   But I think that the new government cannot be imposed by other nations, and also it must not be allowed to finance itself with opium.   What it can and must do is be ready to start filling in where the Taliban has so miserably failed.  As a new government wobbles into being, immediate humanitarian relief in the face of some uncertainty and danger would demonstrate again that this is not a war against the Afghan people, or against Islam, but against terror.   The stability of Afghanistan will lead to world peace, I presume.  What do you think about this?

My dear friends,

  Last year’s controversy over the South Korean custom of eating dog meat continues to be a thorn in the side of the nation as it prepares to cohost the World Cup soccer finals, which will begin in late May.   The controversy erupted in October when Joseph Blatter, president of soccer’s governing world body, FIFA, wrote to Chang Mong Joon, chairman of the South Korean Organizing Committee for the World Cup, to express his concern over international criticism of dog meat-eating.   After the South Korean mass media reported on Blatter’s letter in November, not only dog-meat eaters but also the public came out strongly against outside intervention in South Korean culture, arguing that football has nothing to do with eating dog meat.   In Japan, we Japanese love eating whales, but Westerners criticize us for our custom.   Western culture must not be the world common sense.   What do you think about this?

March 17th,2002 Ms. Meredith Powell

My dear friends,

   Prime Minister decided to replace Foreign Minister Makiko Tanaka and Administrative Vice Minister Nogami in the wake of the confusion triggered by a dispute over how two nongovernmental organizations were excluded from the international conference on Afghan reconstruction held in Tokyo.   Liberal Democrat Suzuki, who is said to have been involved in the ministry’s decision to exclude the NGOs reasonably resigned as chairman of the House of Representatives Committee on Rules and Administration.   Thanks to Ms. Sadako Ogata and NGOs, Tokyo Afghanistan aid conference successfully got pledges aid totaling more than $4.5 billion from 25 countries and six international organizations.  Now NGOs are expected to play an essential role in Japan’s restoration work in Afghanistan, where they are said to have adapted themselves far better than Foreign Ministry officials.

My dear friends,

  I presume that we must learn something new from the Olympics.   The 2002 Winter Olympic Games in Salt Lake City ended.   It was initially hoped to be an event to lift the dark shadows cast by the Sept. 11 terrorist attacks on the United States and to extol reconciliation and peace among the peoples of the world.   However, something went wrong.   The Olympic Games have become tainted with distrust and suspicion.   The Olympics’ raison d’e-tre will be questioned unless drastic reform measures are taken to solve all the problems that came up one after another during the Games.   More trouble followed after a French figure skating judge admitted being pressured by the president of her nation’s figure skating federation to rank a Russian pair first.   Judges were successively suspected and protested against in snowboarding, shot-track speed skating and cross-country skiing.  I think that too much nationalism and the lack of noblesse oblige make it more difficult to judge correctly.   Please comment on your opinion.

My dear friends,

  Violation of rules is rampant in the national pension program-a practice that should not be overlooked any longer.   The national pension scheme mainly covers students aged 20 or older and the self-employed.   In fiscal 2000, however, 27 percent of those people failed to pay their premiums, the worst figure since the public pension system was launched in April 1961.   Simply put, one out of four subscribers did not pay premiums, and for no appropriate reason.   This is a dire situation, shaking the foundation of the public pension system, which is based on social solidarity.   The hollowing out of the national pension system should no longer be left unaddressed.   The government should not only make utmost efforts to collect all the premiums but also to eliminate distrust of the pension system, which is gradually spreading among young people.   I really think that selfishness among young people poses welfare threat.   What do you think about this?

My dear friends,

  The theme of discussion this time is “ How do you evaluate the JET program?   It has been 15 years since the Japan Exchange and Teaching Program was launched with the aim of creating an environment in which Japanese students could utilize the foreign languages they are studying and also to internationalize the nation at the ground level.   The JET program has attracted more than 30.000 people from abroad, many of whom have gained valuable knowledge of Japan through their first-hand experiences.   How do you evaluate the program?   What are its achievements and shortcomings?   Do you have any suggestions to improve it?   I presume that the program was able to stimulate the way of language teachings a little bit, but not enough, because we don’t need to use the English language in our daily life conversation.   Also most all of the Japanese teachers of English language are not good at speaking English.   Even now Japanese teachers teach English through Japanese.   The level of world-wide proficiency test to Japanese people is the lowest in the world.

Sept. 15th, 2002 Ms. Susie Tusevljak

My dear friends,

   Especially we Japanese love eating blue fin tuna sashimi (raw fish) cuisine.   We have various kinds of recipes for tuna, but tuna sashimi recipe is the best for me.   In the future we will meet a very serious regrettable situation because of the lack of natural resources, especially fish.   Here I’ll show you good news to cope with this.  Researchers at Kinki University’s Fisheries Laboratory have succeeded in breeding blue fin fry by mating mature tuna artificially incubated in a fish sanctuary at the laboratory’s Oshima experiment station in Wakayama Prefecture.   The researchers’ success represents a world first.   Some blue fin tuna grow as big as four meters long and as heavy as 500 kilograms.   Some individual blue fin tuna command wholesale market prices of millions of yen.   The Director of the laboratory said that the discovery that captive blue fin can reproduce could eventually lead to the creation of a cheap and reliable source of blue fin for the market in the future.

Oct. 27th, 2002 Ms. Eiko Nakamura

My dear friends,

  The hot weather that has hit major cities, including Tokyo and Osaka, this summer has been as scorching as that experienced in cities in subtropical areas.   Heat waves have become so severe that they are adversely affecting people’s health and job efficiency.   The root cause of the heat wave in major cities lies in the so-called heat island phenomenon, an unusual rise in temperatures stemming from urban activities in the heart of major cities.   The rise in temperature due to the heat island phenomenon is occurring at a pace several times faster than that of global warming.  

  When I was a boy, even in the mid-summer I had had the temperature usually under 29C, but one time it got up to 30C.   At night most of the times it had been very cool.  I think that the average temperature is now up to 7.C higher than fifty years ago.   Once I worked with a Canadian AET at school.  He likes Japan and Japanese people very much, however he said he didn’t want to come to Japan any more because of the temperature being abnormally very hot and humid.   That is surely unbearable to him.   Probably biological mechanism would be destroyed by the end of this century, I presume.

     Nov.24th, 2002 Mr. Christopher Schoepp

My dear friends,

  Japan’s education system marked a historic break from tradition at the start of the current school year in April, When all public primary, middle and high schools switched from a six-day school week to five-day schedule.   A survey shows 75 percent of parents are concerned about the negative effect of shorter school hours on their children’s academic abilities.   The reduced scholastic abilities of our kids will kill this country’s powers such as innovative and intellectual abilities.   We must carry out a further study of this problem or Japan will collapse soon.   Moreover I can think of another serious problem, this has to do with moral values.   Most of the students do not have enough sense of moral and ethics.   Teachers should teach moral and ethics to their students through volunteer activities.   This way is very important.   For instance, the diet members, high rank bureaucrats, head of banks, and head of big companies are mostly not respectable.   Their level of humanity is extremely low.   Therefore I think that a drastic change for education is needed for the nation.

Feb. 16th, 2003 Ms. Mercy Hayashi

My dear friends,

  Talk about the car of the future with one of the world top men in the automobile industry. Come and you will get an earful about a cornucopia of technology-that we will see in the future of the auto industry   everything from radar-assisted braking systems to night-vision devices to robotic steering controlled by satellite-linked guidance systems.  He will   also bring up the subject of that futuristic vehicle’s engine and you will get to hear about the electric, hybrid, hydrogen-powered, and fuel cell vehicles.   Futuristically I think that an idealistic engine will be a fuel cell engine the best, because it does not produce any air pollution at all.   There will be a definite scenario based on the gasoline-to-hybrid-to-fuel-cell.   Fuel cell will become widely used sources of electricity for not only cars but also homes and businesses in the future.   Let me explain a fuel cell.   A fuel cell consists of two thin proton electrodes.   When hydrogen is forced into the fuel cell, it is split into electrons and protons by the anode’s catalyst.   The protons move through the electrolyte toward the cathode.  But the electrons travel toward an electric motor, powering the vehicle.   Finally, the catalyst in the cathode combines protons, spent electrons and oxygen from the surrounding air into a substance-water vapor.   Do you understand?

  The subject of discussion at this time is that the Japanese graduate school education system must be overhauled.  Graduate schools nationwide have been rethinking their traditional raison d’etre - nurturing researchers – and are considering shifting their focus toward raising expert professionals in various fields.   The success of such a reform will depend wholly on whether graduate schools can produce capable talent.   The graduate schools must fall in line with the new thinking; it will afford them a chance to raise professionals with advanced specialist knowledge and technical skills who can make their presence felt internationally.   As can be seen in the United States, where the master of business administration degree is seen as a passport into the top management echelons, there is a worldwide trend in which graduate schools have been setting curriculums that have practical, real world applications.   But in Japan, with the exception of science and engineering courses, such efforts have been lagging behind those of other major countries.

April 20th, Mr. Raphael Hawkins

My dear friends,

   Conservative Diet members, all the time, try to ask for big political donations from big public projects.   In spite of the enormous amount of governmental deficit, they don’t mind.   They try to do that continuously.   They also try to cope with the deregulation plans by sticking to lucrative businesses.  Bureaucrats strongly are against the abolishment of Amakudari due to influence from above.   They can have a high salary to work at quango due to this influence from above.   They forget that they are public servants and use tax money from the citizens.   Possibly I’d like them to receive a penalty and sent to jail.   By the way, I’m very shocked at “Okuda Version,” a bold plan that aims to ensure the social security system by increasing the consumption tax rate by 1 percentage point every year until it reaches 16 percent.   Prime Minister Junichiro Koizumi has repeatedly said he is against a consumption tax increase, and vowed not to allow one during his administration.   What do you think about that?

My dear friends,

  We must have dreams.   Have you ever thought of what the solar system is?   What is the infinitive galaxy?   Our dream can be spread out to the universe through the incredible voyage of the Pioneer 10 spacecraft.   Somewhere, in the freezing darkness of interstellar space, a machine is struggling to make itself heard.   After 30 years, the thermocouples that convert heat from its radioactive plutonium source into electricity, which power its eight-watt radio, have degraded beyond function.   Nasa scientists finally hung up their headphones on the Pioneer 10 spacecraft, the first object made by humans to leave the solar system.   After exiting the solar system, Pioneer 10 will go far away into the galaxy.   In the far future, Pioneer 10 might reach some constellation and meet extraterrestrials.   This would be a sort of fantasy.   We cannot imagine that from phenomena in our daily life.   How mysterious the universe is!

My dear friends,

  The policy of the South Korean administration is at once a continuation and expansion of the “sunshine policy” initiated by former President Kim Dae Jung.   Even in light of North Korea’s recent claim that it possesses a nuclear weapon, we remain as convinced as ever that engagement through our “policy of peace and prosperity” is the proper approach.   The principle of the engagement policy is simple: to unilaterally move toward reconciliation with North Korea, starting with issues in the limited realm of low politics and gradually expanding the areas of common concern until enough trust has been built up to finally establish institutions leading to eventual unification.   While I do not believe the “sunshine policy” to be the most effective means, we must avoid war at any cost in securing benefit for the people of the Korean peninsula.

My dear friends,

  The Chinese Communist regime displays both success and vulnerability, and the unsettling arrival of severe acute respiratory syndrome intersects with each.   After SARS burst out last November in southern Guangdong province, Beijing’s response was similar to its handling of AIDS: Give little news, blame non Chinese when possible, understate the cases.   For months, the Chinese party-state did not report the puzzling respiratory illness to the World Health Organization or its own medical chiefs across the country.   Highly infectious, the virus jumped from south China to Hongkong.   Before the WHO wrenched details from Beijing, it had spread to almost around 30 countries with deaths climbing.   When truth and power issue from a single fount, the safety valve of free expression is denied, corruption soars as few care to blow the whistle, and turning the hose of information on and off at the Politburo’s whim in a complex society of 1,3 billion people.   But where only a diktat from on high can determine what is “right” or “wrong,” “safe” or “dangerous,” enormous risk is run.   What do you think about this?

My dear friends,

  Israeli forces pulled out of northern Gaza after leading Palestinian militant groups announced a three-month cessation of attacks on Israelis in breakthroughs for a U.S.-backed peace plan.   About 50 Israeli armored vehicles rumbled out of the northern Gaza town of Beit Hanoun, putting in motion a Gaza pullback deal as U.S. national security adviser met both sides to press them to implement the peace “road map.”   Fundamentally anything that reduces violence is a step in the right direction.   Where did the Israel-Palestine confliction come from?   There are numerous numbers of reasons through complicated histories, but I really think that it mainly comes from the differences of their religions.   Religion is very important and indispensable for us.   Religion has saved us through our history.    I personally admire religion.   However on the other hand, religion itself has killed us unconsciously among people due to differing religions.   We must admit differences and understand each other to avoid any confliction.

  I love nature.  We know nature is very important especially recently.  How about playing with nature to make out what it is?  This time, I have picked up one of the good example for you to play with in nature.   If you know another good example, please show it to us.  Do you remember the last time you climbed a tree?   If you think tree climbing is child’s play, why not try scaling an 80-meter giant sequoia, as one physically handicapped woman did two years ago?   Viewing the world from such great heights may help rid you of stress related to your job, family, money and relationships.  Recreational tree climbing with safety gear has been gaining popularity among both adults and children, including the disabled.   To climb a tree the usual way, without any gear, people have to be physically strong. But equipment designed for tree climbers helps even disabled people climb tall trees more easily.   Basic climbing equipment includes a helmet, a pair of gloves, a saddle-type harness to support the climber’s weight in mid-air, ropes and carabiners to connect the ropes and the harness.  While we are talking, I will show you some pictures.

Adam was a Peace Corps Volunteer in the Czech Republic from 1992-1994 and he has lived in Hiroshima since 1996.

A Happy New Year To You

Uttering the word guilty48 times with chilling calm, Gary Leon Ridgway admitted being the serial murderer known as the Green River killer and confessed to strangling four dozen women over two decades-so many women I have a hard time keeping them straight.  Choking is what I did and I was pretty good at it, the 54-year-old former truck-factory employee said in papers submitted as part of a plea bargain.   He struck a plea bargain that will spare him from execution for those killings and bring life in prison without parole for one of the most baffling and disturbing serial killer cases the United States has ever seen.   This kind of the cruel murder case is beyond my imagination.   Sometimes I think that the complicated social system prevents us from our normal life.   There are many mentally disturbed people in our society.   Can we prevent such incident of cruelty and inhumanity?   What do you think about this?

My dear friends,

   Do we need missile shield against N. Korea threat?   Must we revise the constitution in the future to cope with that threat?   That is the question of today’s discussion.     

  The government decided to deploy a missile defense system.   After allocating funds in the fiscal 2004 budget, the government hopes to start deploying the system in fiscal 2007.   North Korea has reportedly deployed a sizable number of ballistic missiles that can reach Japan.   As there are no effective countermeasures, it is reasonable for Japan to introduce a defense system to intercept such missiles.   This system has been developed, and is being used, in the United States.   Japan will adopt this system, which conbines the Standard Missile-3 launched from Aegis-equipped destroyers to intercept ballistic missiles in outer space and the ground-based Patriot Advanced Capability-3 missiles that will shoot down any missiles that evade the SM-3s.   The system is designed entirely for defense, which would meet Japan’s defense-only policy.   China once opposed the system on the ground that it might “ lead to a new arm’s race.   There is no reason for Japan to be criticized on that ground.

 My dear friends,

  The self-Defense Forces are being dispatched at the “will of the state.”   The Diet, the supreme organ of national sovereignty, is charged with making this clear.   The House of Representatives approved a government request for retroactive permission for the dispatch of the SDF in a plenary session boycotted by opposition parties and backed by the Liberal Democratic Party and New Komeito.   On policies concerning security and international peace keeping activities, it is best to win agreement from the widest possible range of Diet members, beyond the framework of ruling and opposition parties.   I really think that discord over dispatch clouds clarity of goal.   It means that most of the people cannot make out what that aims at clearly.   Also the dispatch of the SDF to Iraq marks a historic turning point in Japan’s international cooperation activities.   Consequently efforts to ensure the stability of the Middle East will eventually serve Japan’s national interest, I presume.   What do you think about this?

April 18th, 2004 Mr. Dane Suenaga

My dear friends,

  Do you think Matsumoto’s trial is too long?  

Even though the death sentence has been handed down Matsumoto, it still leaves a hollow feeling in the pit of one’s stomach.   The Tokyo District Court sentenced Matsumoto to death after concluding that he masterminded a series of Aum-related crimes.   The ruling was a foregone conclusion.   The trial was a drawn-out affair, with the ruling coming seven years and 10 months after the first hearing.   The district court held 257 hearings during this period.   The crimes committed by the cult stunned the public.   They included the sarin nerve gas attack on the Tokyo subway system in 1995, the sarin gas incident in Matsumoto, Nagano Prefecture, the previous year, and the murder of Yokohama lawyer Tsutsumi Sakamoto and his family in 1989.   These crimes left 27 people dead and injured or harmed more than 5,000.   The agony endured by victims must never be forgotten.   The families of those who were killed will never be able to forget their losses.

My dear friends,

  Even now the national flag and the national anthem are controversial matters in Japan.   Should our respect for them be more important than ever?   There are many different national flags in the world.   A number of countries use religious symbols such as the cross or the crescent on their flags.   Some, like the Stars and Stripes of the United States, embody the history of the country they represent.   National anthems are equally diverse.  

While there are songs that allude to god or monarch or even both, as in Britain’s “God save the Queen,” there also are those that hail the philosophy of nation building or the history or nature of the country.   In Japan, fierce conflicts have raged over the national flag and the national anthem.   Every year schools hold discussions on how the national flag and anthem should be handled during school ceremonies, such as enrollment and graduation.   What side do you stand on?   I propose we Japanese should talk about that frankly.

My dear friends,

  I am an ordinary man.   But as a man, I am very shocked to hear about some of the latest advances in reproductive technology.   It means we don’t need a man in order to bear a baby.   I believe that a love affair process is needed to produce a baby between men and women.   With this technology, romanticism will be greatly damaged.    

  The British science journal Nature has sensationally titled its latest issue “No Need For Men?” in reporting an impressive feat in reproductive research by a Japanese scientist and his team.   A researcher from the Tokyo University of Agriculture has succeeded in breeding a fatherless mouse without using sperm.   Mammals, including mice and humans, reproduce by fertilizing eggs with sperm.   However the latest achievement has been made possible by using a genetically manipulated egg and an ordinary egg.   This process, known as parthenogenesis, has never before been used in mammalian reproduction.   Chances are slim that this reproductive technique will prove successful.   As circumstances stand today, the process cannot be applied to humans because of technical and ethical problems.   What do you think about this?

My dear friends,

  An 11-year-old girl was taken into custody for allegedly killing a female classmate with a box cutter she reportedly spent the days prior to the incident thinking of ways to kill her classmate.   The primary school girl said she covered Satomi Mitarai’s eyes with one hand from behind before slashing her neck.   The girl said that in an online chat room conversation she asked Mitarai to stop making fun of her appearance after an unflattering description of her was posted on a Web site.   Since the two girls had not been at odds and had been friends before the alleged posting, police suspected the comments on the Web site motivated her to commit the crime.   I myself was shocked to hear about that sad incident.   Until now we, especially children, have come to absorb various kind of knowledge from the real world.   For instance if I cut

my finger with a knife, I would really feel pain.   So I think I must be careful when treating it.   But through a computer, they stand on a virtual reality, not a real world.   Killing people is a dreadful barbaric behavior, but there do not notice it.   What do you think about that?

  I really think that Japanese Government must act on human trafficking.   U.S. report details plight of Thai woman forced into prostitution.   Japan, which was the venue for a two-day international meeting on human trafficking, was itself listed in the U.S. State Department’s annual Trafficking in Persons Report released as a “Special watch” country for not fully complying with the minimum standards for the elimination of human trafficking.   The symposium, “Strategies for Human Trafficking in Asia,”  was organized by the U.S. Embassy, the nongovernmental organization Vital Voices, and the International Labor Organization.   In his opening remarks, U.S. Ambassador Howard Baker said, “I hope the ideas that come out this conference help victims all over the world.”   Victims’ experiences in Japan were documented in the State Departments’ report.   Many victims are promised job as hostesses or waitresses.   They are deceived and then when they arrive in their destination countries ( including Japan ) they have their passports taken away, they are beaten and threatened, they are robbed of their liberty and they are forced into prostitution.   What do you think about this?

  Biomass energy finds favor.

The garbage problem is a big matter especially in an urban life.   We can not avoid it to continue our normal life and also to prevent a global warming.   We must put it on top priority for the benefit of mankind.    Nowadays many local governments are trying to make the most of the biomass-reusable, organic resources such as food waste and wood chips-as a source of energy to help stop global warming, grow new industries and create new jobs.   But a number of problems will have to be solved before biomass energy can become widely available.   The term “biomass” is still little known in Japan, and there are also technical problems to overcome, including the high production cost.   Anyway the use of biomass helps reduce waste and carbon dioxide emissions, which helps protect the environment.     It is becoming a global trend to expand the use of biomass, which accounts for 16 percent of energy used in Sweden and 3 percent in the United States.    In Japan, however, the rate of biomass energy as a proportion of all energy expended in 2002 was only about 1 percent.   Finally I’d like to say that an unremitting effort to this matter is a key of a sustainable development and keeping a clean environment.

Onsen troubles bubbling to surface.

  Problems have bubbled up in hot spring resorts following the revelation that some inns in Shirahone Onsen in Azumimura, Nagano Prefecture, added spa powder to bathwater to give it a milky-white hue.   After the discovery of the Shirahone Onsen affair, similar concerns about hotel and inn operators around the country came to light.   Such cases have been classified into four categories other than the use of spa powder: misleading advertising, using heated water, adding tap water and adding illegal taxes to the costs- the most frequent of which is misleading advertising.   Now is autumn, the season for Onsens.   I like Onsens very much.    Many people plan to visit Onsens in this season which is why Onsens can be a lucrative business.    They try to hide their dark side to emphasize an attractive side.    Sometimes the faked Onsens produce dangerous poisonous viruses in the filtered circulated hot water.   If such viruses should intrude into the human, they would consume most of the brain cells within one week.   So we should be careful when we choose an Onsen.

A Happy New Year To You!

  Japan is a real natural disaster’s country.   Typhoons created in the seas east of the Philippines have been moving to the Japanese archipelago one after another along the edge of high-pressure systems.   With the autumnal rain front, they have brought strong winds and heavy rains to the country.   A series of typhoons have hit Japan recently, causing serious damage.   And also because the Japanese archipelago is sandwiched by the continental plate and the Pacific plate, it creates a gigantic amount of energy through the plates’ distortion, which must be discharged.    In the process of the discharges, the earthquakes occur.   This time the series of strong earthquakes centered in Niigata Prefecture caused serious widespread damage.   Therefore I hope that the organizations concerned, including the central and local governments, do their utmost in dealing with the latest disaster, while making full use of disaster-relief capabilities of the Self-Defense Forces.   In conducting relief and restoration operations, vertical cooperation such as that among the central, prefectural and local governments alone is insufficient to deal with the situation.   Meanwhile, horizontal cooperation among neighboring and distant communities, businesses and nongovernmental organizations can prove effective.   What do you think about this?

 Notorious political donations give Japan a dark future. 

  Making donations to politicians and political parties-and exercising voting rights for that matter, too-are means of participating in politics.   But the flow of money in this process must be above suspicion.   Both the ruling and opposition parties have submitted their respective bills to the Diet to revise the Political Funds Control Law.   The move follows various recent money scandals involving politicians and political parties, including one that rocked the Liberal Democratic Party faction previously led by former Prime Minister Ryutaro Hashimoto, which received a \100 million donation from the Japan Dentists Federation.   The bills are aimed at imposing controls on the amount of donations that one political organization may make to another and increasing the transparency of the flow of such money.   What do you think about that?

  North Korea remains defiant in dealing with the dispute over its abductions of Japanese.   This may well justify the imposition of economic sanctions on North Korea.   The reclusive state’s defiance in this respect can best be seen in its attitude toward the Japanese judgment that the remains claimed by North Korea to be those of abductee Megumi Yokota were those of another person.   Pyongyang has submitted to Tokyo a document dismissing the results of a Japanese analysis of the ashes as a “fabrication.”   The Japanese government has continually negotiated with North Korea about Japanese abductions for a long time.   But a positive result cannot be seen at all.   Personally I think this time sanctions are a suitable response.   Otherwise I may say the strategy of “the carrot or the stick” is needed to get a solution to the problem.   What do you think about this?

  Nowadays Japanese culture has spread out all over the world through mass media and internets.  We Japanese also can enjoy foreign cultures through them.   Some of you may remember the name of Shijaku because he became famous for a comic story said “Rakugo” in English.   He had a large repertoire of comic stories in English.   I picked one of them “Shizukachan A Quiet Girl” as a subject of my comic storytelling performance that I would perform when I went to the U. S. A. with my foreign exchange students.   The final day of our stay in Portland in Oregon, I performed Shizukachan on the stage with my colleague Mr. Mori for our host families and the public.  I will show you the scene of my performance by TV presentation.   So please make a comment on my performance and discuss it for a while.

Super volcano’s threat to the world

A volcanic super-eruption that would threaten the future of civilization is up to ten times more likely than a catastrophic asteroid impact, yet it has been ignored by the world’s governments.   Vast volcanic blasts that cause global devastation occur on average every 50,000 years-and, as the last one struck 74,000 years ago, at Toba, Indonesia.   The scale of such a cataclysm would dwarf that of the recent Asian tsunami: the eruption could kill millions and the final death toll could reach a billion as dust thrown into the atmosphere triggers a natural “nuclear winter.”   Today on March 20th, while I was writing this, a powerful earthquake measuring a magnitude of 7 on the Richer scale struck the Kyushu region and other parts of western Japan.   One person was killed and about 500 injured.   Se we must be careful of the global disaster that could be caused by volcanic super-eruption, also big earthquakes.   Through my video, I will show you the disastrous sites of the Mount St Helens eruption where I went seven years after it was erupted in 1980.

A 63-year woman, who asked for anonymity, said she had a serious reason to stay fit, dedicating one and a half hours every morning to walking and practicing tai chi ( Taikyokuken in Japanese).   “If I become weak and in need of nursing care, my son won’t be able to leave home and become independent,” she said.   Her 26-year-old son has not had a full time-job since he graduated from a renowned university.   Recently such people with no fixed employment have been called “freeter,” and their rising number has become a social concern.   In the time leading up to his graduation, the son did not bother looking for a job, saying he could not find anything he wanted to do.   She remembers telling him at the time.   “It wouldn’t be too bad if you spend one or two years doing nothing.”   She now regrets her words.   He currently does some part-time work, and she makes him lunch every morning.   I can imagine that he has a lack of independent spirit.   Nowadays among young people, some strange behaviors can be seen on the base of an affluent society.   It comes from lacking in perseverance.   What do you think about this?

  It is a matter of paramount importance for Japan, beset by a rapidly aging population and a declining birthrate, to welcome skilled foreign workers so that the nation will be able to retain its vitality.   The 2005 White Paper on International Economy and Trade, released by the Economy, Trade and Industry Ministry was the first white paper to present concrete proposals for accelerating the liberalization of the labor market.  METI’s voice has now been added to that of the business community and other groups that have been calling for granting foreign workers greater access to the Japanese labor market.   The National Council for Promotion of Economic Partnerships, which consists of business leaders and scholars, urged the government to implement measures to support foreign workers.   Nevertheless, various associations of people afraid of losing jobs to foreigners, lawmakers who lobby on the behalf of such groups, as well as government entities such as the Health, Labor and Welfare Ministry remain unenthusiastic about accepting foreign workers.   What do you think about this?

My dear friends,

  Footage of the damage produced by hurricane Katrina looks like scenes from a developing country.   But the hurricane, which devastated large parts of the Gulf Coast of the United States, also gives us valuable lessons in disaster prevention.   In Japan, typhoon No 14, a powerful rainstorm hit the Japanese archipelago.   The typhoon brought record-breaking torrential rain over a wide area, including the Kyushu, Chugoku, and Shikoku regions.   Many people were killed or listed as missing as a result.   I really think that awareness of large natural disasters is very important for people who live in those areas through out the year.   For instance, the Netherlands-Each year, thousands of Dutch schoolchildren stand atop the behemoth steel gates that rise above the North Sea waters there, listening to the story of the floods that gobbled up the southwestern Netherlands 52 years ago and reshaped the political, environmental and psychological landscape of their nation.   What do you think about it?

  The lack of oil causes many of the serious problems in our society.   In the near future, the oil will run out.   So we must sincerely consider the problem “how to kick the oil habit.”   In the 2005 Tokyo Motor Show, carmakers practically ran over one another promoting their versions in attempts to catch up with Honda and Toyota, the technology’s pioneers.   Companies such as Mercedes Benz, BWM, Mazda, Mitsubishi, GM, Volkswagen and Porsche showed new models or talked about plans to sell them by the end of the decade at the latest.   On display were not only regular hybrids, the kind powered by gasoline engines mated to electric motors, but also variations adding hydrogen to the mix and a system that puts electric motors at the wheel.   The consumption of oil by cars is enormous.   That’s why the technical innovations of the car engine system are the urgent matters for the benefit of mankind.   What do you think about that?

My dear friends,

  A recent surge in the popularity of Zen among young Japanese has come from an unlikely source-overseas.   Many foreigners are showing young people here the benefits of the spiritual training.   For instance, one student, a sophomore at University will change her major from commerce to religion, as she says she wants to think about who she is, instead of worrying about business, trade or bookkeeping.   Her decision grew partly out of her discussions about Zen with foreign travelers during a month-long trip in Southeast Asia.   Once I invited a Zen trainee from Mirokunosato Zen International School in Numakuma, who came from Germany, to make a speech for us.   But he said, only “What is Zen.”    We are very embarrassed.   Another foreigner helped us to continue the talking about Zen, however he didn’t mind nothing to say except “What is Zen.”   Even now I cannot figure out what Zen is.   I think that Zen is strict spiritual training, but today’s young people seem to regard it a relaxation.  I think it’s all right if they are invigorated and feel good.   I also think it’s great that the school is open to everybody.   What do you think about that?

  -------Scientists Debate Issue of Climate’s Irreparable Change----------

  Now that most scientists agree human activity is causing Earth to warm, the central debate has shifted to whether climate change is progressing so rapidly that, within decades, human may be helpless to slow or reverse the trend.   The debate has been intensifying because Earth is warming much faster than some researchers had predicted.   Earth’s average temperature has risen nearly by 1 degree Fahrenheit over the past 30 years and another increase of about 4 degrees over the next century would “imply changes that constitute practically a different planet.”   “It’s not something you can adapt to.”   “We can’t let it go on another 10 years like this.   We’ve got to do something.”   What do you do to cope with this serious situation?   I will show you the map for discussion about some of the possible effects that climate could be triggered by global warming.

  A large majority of respondents think a lack of morals among Livedoor group executives, including Takafumi Horie, lid to their alleged violation of the Securities and Exchange law.   When asked in the multiple-answer-format nationwide poll to cite reasons for the scandal, 73 percent referred to the executives’ moral turpitude, 67 percent referred to the contemporary “money talks” ethos, 64 percent blamed the lack of regulatory power over business and the stock market, and 57 percent opted for loopholes in the rules governing stock transactions.   According to the poll’s findings, 71 percent of respondents said stock market regulations and supervisory activities should be tightened given that the Internet-related group grew rapidly by taking advantage of loopholes in the related laws.   Nineteen percent did not see the necessity of such action.   Asked about former Livedoor Co. President Horie’s remark that “money can buy anyone’s heart,” 90 percent said they did not agree, while 7 percent said they did.   In response to a question about Horie’s remark and actions, 43 percent said his impact on Japanese society had been more positive than negative, compared with 39 percent who thought the opposite.   What do you think about that?

  As the country struggles with its rapidly aging society, Mystar60 Corp. is finding new ways to keep people working beyond the normal retirement age while at the same time helping these experienced workers pass down their knowledge and skills, “I had envisioned older workers handing down their technical skills and knowledge to younger coworkers.”    “I like to think of this work environment as something akin to ‘virtual family’-just like a traditional extended family in which three generations live together,” said the Osaka-based staffing company’s president.   He set up Mystar60 to create jobs for people who wished to continue working even after retirement. Inspiration for the idea came in the form of a senryu satirical verse he happened to hear one day on the radio: “company men become mere mortals once they’ve left their company.”   “As I listened to the senryu, it struck me how outdated it was, this system in which energetic and knowledgeable people are forced out of their jobs when they reach retirement age, even if they want to continue working,” he recalls.   I think that we must surely change the working system especially for baby boomers, because the high grade of technology should be taken over by them to the younger generation to keep the high level of technology for the benefit of Japan.

My dear friends,

Teach English at the expense of Japanese?    

  A panel of the Education, Science and Technology Ministry’s Central Council for Education has proposed making English mandatory for fifth-and sixth-grade primary school students.   The panel said English should be taught as part of general studies or English activities, in the same way as ethics or other special activities, for about 35 lessons a year.   But it makes clear English should not be made a regular class subject such as Japanese or mathematics.   Needless to say there are proponents of and opponents to the full introduction of English at primary schools.    However, this is the first time a basic policy on English education at primary schools has been presented.   Why should English education start at the primary school level?   I personally oppose teaching English at primary school because teaching Japanese is more important than teaching English.  Essentially we must learn Japanese language as Japanese efficiently and profoundly.   If we can understand Japanese deeply, we can learn English correctly and efficiently.   Additionally I’d like to say that the way of teaching English at school completely is wrong.   At school teachers teach English through Japanese, it means teachers explain everything in Japanese.   English disclosure to the students is very important to improve their knowledge of English.   And the entrance exams must be changed drastically.   It means the listening comprehension test must only be taken to strongly emphasize students’ communication competence.   That is a shocking method.  What do you think about that?

New oil shock threatens nation

  Crude oil prices have exceeded $ 70 a barrel, setting all-time highs on the markets.   The sharp increase comes as Iran’s unyielding efforts in a nuclear development program have aroused calls for the discussion of imposing economic sanctions against the Islamic republic.   This Middle East problem is compounded by the continuing political tension in Nigeria, a major African oil producer, which shows no sign of abating.   The surge in oil prices reflects a massive influx of speculative funds into oil markets against the backdrop of these geopolitical risks.   Sort of political turmoil is a big blow to the stability of crude oil prices.   Nations around the world must join hands to prevent crude oil prices and long-term interest rates from rocketing at the same time as a result of their mutual influences.   In the near future we will meet an unpredictable economic situation through unstable crude oil prices.   What do you think about that?

Japan turning into nation of fatties

  Twenty million middle-aged Japanese have a problem with visceral fat, and the government wants to do something about it.   The Health, Labor and Welfare Ministry has made so-called metabolic syndrome a subject of legislation on health care reform that is being discussed at the Diet.   Metabolic syndrome, in which fat accumulates around organs, causes heart attacks and strokes.   People in this country began to enjoy a richer but less healthy diet after World WarU and exercise less as automobile use spread, leading more and more of us to become fat.   Attention is now focused on diagnostic criteria and therapeutic approaches to the ailment.   The Japanese Society of Internal Medicine and other organizations set the diagnostic criteria for metabolic syndrome in April 2005.   Men and women with a waist size of more than 85 centimeters and 90 centimeters, respectively, are judged to possibly have the syndrome.   And additional diagnostic criteria are set in order to reduce the diseases.   Through my personal medical experiences, I have reduced 15 kg for a year successfully.   Now my weight is around 70 kg.   But I am expecting more than 3 kg reduction in the near future.

Redouble our effort to solve cancer crisis !

  Cancer kills one in three Japanese and one in two suffers from cancer.   It is a difficult disease to treat, I really presume.   A bill drafted by Diet members to oblige the central and local governments to step up the battle against cancer was passed into law.   The fundamental principle of the law is to promote cancer research and improve treatment.   To achieve this, the law stipulates the central and local governments should work out basic programs to promote cancer-fighting measures every five years and implement necessary steps.   Nothing the law requires of the central and local governments is new in regard to fighting cancer.   Most of the measures are included in the central government’s anticancer strategies it reviews every 10 years.   The anticancer legislation was enacted because the central government’s past efforts were seen as insufficient.   In Hiroshima prefecture, Hiroshima local government has a plan to set up two cancer specialized hospitals.   One is Hiroshima pref. run Hiroshima Hospital in Hiroshima city and the other will be Hiroshima pref. run Onomichi Hospital in Onomichi city five years later.   We must think about that as a serious personal matter.

Pluto loses status as planet

  Leading astronomers declared that Pluto is no longer a planet under historic new guidelines that downsize the solar system from nine planets to eight.  After a tumultuous week of clashing over the essence of the cosmos, the International Astronomical Union stripped Pluto of the planetary status it has held since its discovery in 1930.   The new definition of what is-and is not-a planet fills a centuries-old black hole for scientists who have labored since Copernicus without one.   Although astronomers applauded, after the vote, -a specialist in neutron stars from Northern Ireland who oversaw the proceedings- urged those who might be “quite disappointed” to look on the bright side.   “It could be argued that we are creating an umbrella called ‘planet’ under which the dwarf planets exist,” the specialist said, drawing laughter by waving a stuffed Pluto of Walt Disney fame beneath a real umbrella.   For now, membership will be restricted to the eight “classical” planets in the solar system: Mercury, Venus, Earth, Mars, Jupiter, Saturn, Uranus and Neptune.   Do you think that the membership of the eight planets would be proper?

My dear friends,

  Do you know the name of “Bison.”   Bison itself is especially memories dear to me.   I am crazy about western movies.   When I was young, I went to the movies theaters to see western movies as often as possible.   My senior friends had taken me to those theaters.   In the movies sometimes they had appeared.   Regrettably Bison faced extinction many years ago.   Once there was Bison numbered tens of millions in North America.   But later the westward thrust of the railway brought them into a fatal embrace with frontier society.   Hunted on an industrial scale for their pelts and leathers, they were slaughtered wholesale in the 19th century.   Much of their habitat was taken over by expanding cattle farm.   Some historians say, the Bison extermination was also part of a deliberate government policy of genocide against native Americans.   A century ago their numbers had crashed to around 1,000.   In 1905, the New York Zoological Society obtained Bison from a small number of private herds and began lobbying the U.S. government to establish preserves to protect the species.   The majority that currently exist-close to 400,000 in the United States and Canada-are offspring of that effort.   We must keep balanced relationship between animals and human beings.  And we must think about that all the time to avoid extinction of wild animals.

 Do you like sushi and sashimi?   One of my graduates now is a fisherman ( not long before the graduation from school he was a radio operator on a fishing boat) who is working for tuna-catching on the fishing boat in the Mediterranean sea.   Nowadays catching tuna too much causes the reduction of the number of tuna.   In the future, tuna market would be shrunk.   So we must cope with this situation.   Member states of an international tuna conservation body reached a formal accord to cut the eastern Atlantic Ocean and Mediterranean bluefin tuna quota from the current 32,000 tons to 29,500 tons.   The main focus of the meeting had been on whether its 42 member states and regions, including Japan, the United States and the European Union, could reach an accord to slash bluefin tuna fishing quotas amid dwindling stocks due to over fishing.   In the Atlantic Ocean and the Mediterranean, the scope of fish farms – where young bluefin tuna are fattened up – has been growing rapidly since 1990s.   Large quantities of tuna from such fish farms have been exported to Japan and sold a sushi restaurants and supermarkets.   Bluefin tuna and southern bluefin tuna are highly popular in Japan for use in sushi and sashimi.   Fatty parts of their meat, known as “ toro,” are especially sought after and fetch high prices.   The agreement to cut the quota of bluefin tuna is expected to lead to further price rises for tuna used in sushi and sashimi.

  The number of babies born in the country in 2006 likely increased by 23,000 from a year earlier to 1,086,000, marking an upturn for the first time in six years.   The nation’s total fertility rate (TFR), or the average number of children born to a woman aged between 15 and 49, hit a record low of 1,26 in 2005.   It also is expected to have risen to around 1,29 in 2006.   The estimates are based on preliminary figures of the number of births and deaths registered at municipal offices between January and October.   Despite the increase of births for the entire year, the annual total would be the second-lowest following the all-time low of 1,062,530 in 2005.   The number of deaths is estimated to have reached 1,092,000, which will surpass the births by 6000.   A ministry official attributed the increase in the number of births to improved employment conditions due to recovery in the economy that resulted in more women getting married in their late 20s.   The natural population decrease, derived by subtracting the number of deaths from births, came to an estimated 6,000, marking the second straight year of decline.   The population shrank for the first time in 2005.   An expert predicts that 300 years later the total population in Japan will be 8 millions.   What do you think about this?

  New and reissued titles on the Battle of Iwo Jima have been appearing on Japanese and U.S. bookstore shelves recently, while the movie "Letters from Iwo Jima," directed by Clint Eastwood and starring Ken Watanabe, has been winning praise and awards. The film, which recently won a Golden Glove for best foreign-language film, seems to have accelerated growing public interest in the fierce battle, which it depicts from a Japanese point of view.   Iwo Jima is located about 1,250 kilometers south of Tokyo. In February 1945, the last days of the Showa War, a force of about 60,000 U.S. troops pushed into Iwo Jima for the purpose of occupying the island and using it as a base for air raids on Honshu. The island was defended by 20,000 members of Imperial Army and Navy. It was believed that the Japanese troops would be able to hold out for only five days given the difference in military strength between the two forces but Japanese soldiers used trenches and tunnels built all over the island, and responded with all their might and with formidable tenacity. Iwo Jima was etched as a battleground in the memory of not only Japanese but also Americans, as 28,000 of the latter were killed or wounded there, a number exceeding Japan's casualties in the battle. When I was in Oregon, U.S. A., at church in Portland I got acquainted with a former American soldier who fought against Japanese soldiers in Iwo Jima.  After listening to his story about the fierce battle there, I was in shock. He has remained seriously traumatized from the battle there. Since that time I have thought that war should be avoided forever.  We should consider these things deeply to live peacefully.

  We have many ways to produce electricity with the support of high technology. But nowadays especially a sustainable development is very important for the environmen, we must choose the best way to produce it. There are nuclear, wind, solar, hydro and geothermal power plants. Among them, I think geothermal is the best. Geothermal energy, which is generated from the Earth's internal heat, is again attracting attention as a technology with the potential to help curb global warming. Following a number of oil shocks, geothermal power generation rapidly grew in importance at a time when new energy sources were being sought in an effort to lower dependence on oil. In other countries, development of geothermal energy was promoted.   The United States, for example, has a capacity of 2.5 million kilowatts of geothermal power, while the Philippines can generate 1.9 million kilowatts.   When I was in New Zealand, I noticed geothermal and hydro power stations generated all of the electricity used by the public in New Zealand. There is no air and water pollution. I was able to enjoy my stay, experiencing the beautiful nature for almost one month. Nuclear power plants can produce a gigantic amount of energy without air pollution, but they are very dangerous. Hokuriku Electric Power Co. failed to report a critical accident in 1999, which caused an uncontrollable chain reaction for 15 minutes.

  Media reports increasingly resemble Hollywood horror movies.   The United States is reportedly developing a new-generation hydrogen warhead for its TridentU(D-5) strategic submarines.   The Pentagon plans to deploy elements of its National Missile Defense System, namely, an early warning radar and ground-based interceptor launchers, in the Czech Republic and Poland.   The U.S. Navy is transferring a powerful radar from the Hawaiian Islands to the Aleutian archipelago near the Russian border.   Moreover, another radar will be positioned in the South Caucasus, but its exact location is still unclear.   The U.S. Missile Defense System plans to shoot down every nuclear ballistic missiles from Russia, but it is impossible because Russia has a large number of those missiles.   Frankly speaking, it is pointless to calculate the size of the Russian and U.S. strategic arsenals because these two countries have the ability to destroy each other several times over.   Former U. S. President John F. Kennedy once said that it did not matter whether the United States could destroy the Soviet Union 20 times and Soviet Union could do the same only three times because once was quite enough.  What do you think about that?

  It is certainly necessary to reform the practice of amakudari, in which former bureaucrats land “postretirement” jobs at firms or organizations closely tied to their government roles.   But the problem should be handled from the perspective of defining what the ideal status of central government employees should be since they help steer the nation.   The council on Economic and Fiscal Policy has approved the government’s basic policy concerning reforming of the public employee system, including the idea of creating a human resources bank system that differ from the existing one.   The system consists of two banks, one for bureaucrats at central government offices and the other for government employees dispatched to local offices.   The purpose of creating such a system is to completely remove the practice arranging amakudari through forcible mediation by each ministry, dangling authority and budget appropriations as carrots.   At this stage, no details of the bank systems’ mechanism and operations have been revealed.  That is why ministries have voiced opposition to and concern over the plan.   Through this amakudari system, we lose several trillion yen each year.  What do you think about that?

  Japan once was a most safe country in the world. When I was young, by chance I met a New Yorker at Ginkakuji temple in Kyoto.   While we were talking with each other, he repeatedly said to me, “Japan is a very safe country.”   At that time I was not able to figure out what he meant.   But now I can understand it perfectly.  

  The series of recent crimes committed with firearms seems to indicate that this country is on the way to becoming a gun oriented society.   A gangster armed with a pair of handguns held up inside his apartment in Machida, Tokyo, after shooting another gangster to death.   The man fired several shots at a patrol car and police officers during a 15-hour standoff.   The incident came only a few days after Nagasaki Mayor Itcho Ito had fallen to an assassin’s bullet.   The incident must have struck many people as another gun crime that could put them at risk.   Given this, it is essential to clamp down on organized criminal syndicates and confiscate their guns.    Statistically, crimes committed with firearms do not appear to be a deepening problem in this nation.   There were 53 shooting incidents last year-the fewest in the past 20 years.   The number of guns seized last year stood at 458.   The gun-oriented society like the United States must be criticized.   In the United States, the death toll by guns is 30 times as many as Japan.   In Brazil, the total number of death toll by guns is more than 40,000 through a year.   If you wish, please share your opinion about this with us.

  In 2004, You Tube didn’t exist.   Three years later, politicians have learned to fear and revere the video-sharing Web site that has become a vital part of the campaign for the 2008 U.S. presidential election.   From rapid dissemination of political blunders, often with funny tunes, to a new wave of music videos featuring scantily clad women singing the praises of their presidential favorites, You Tube.com has sparked a new interest in politics.   Many candidates vying for their party’s nomination to run for president have embraced the technological changes, holding polls via You Tube, asking for campaign input and making announcements on the site.   It’s not just the candidates.  You Tube members are getting in too, with thousands of people uploading video questions for the CNN/You Tube’s site for debate among Democratic candidates.   The Republican debate will be soon.   About 25 to 30 of the questions were to be picked by a political team at CNN for the two-hour debate.   Follow up questions may also be asked by a moderator.   Questions are about health care, Social Security, global warming and U.S. foreign policy.   Some are serious, others are not.   One man played a guitar and sang about whom the candidates would choose as running mates for vice president.   So candidates can not neglect You Tube site.   In Australia prime minister, John Howard will try to take his reelection campaign through You Tube site.   In Japan, I really think that regrettably the Internet use is much behind in political field.   Please comment on your opinion.

  Calligraphy is one of its proudest possessions in culture of Japan.   Of course it derived from China through Korea, but now Chinese characters became so simplified to fit for their benefit, because they must memorize more than 6000 letters for their daily life necessity.   That’s why they are no longer art.   In Korea, Chinese characters already disappeared many years ago after changing into Hangeul for the benefit of Korean people who easily were able to write by the guidance of their king at that time.    In reality, therefore calligraphy only remained in Japan as art.  

  Calligraphy, or Shodo, has been gaining popularity in recent years, thanks in large part to a trend of introducing its figurative beauty through design, fashion, advertising or even food packaging.   To highlight the modern application of this traditional, yet thoroughly vital, form of Japanese culture, eight calligraphers come together in Tokyo to communicate through their art.   One of them said, “I love expressing the meanings of characters and words through calligraphy in all its various forms.   I’m also interested in working on calligraphy with artists in different sectors.   That’s why I’ll attend the event, to share the beauty of shodo through demonstration, exhibition and discussion.   I also hope to share the fun of calligraphy with visitors to the event.”   What do you think of the fascination of calligraphy?

  Japan’s history has given some legendary thieves, including Ishikawa Goemon (1558~1594) and “Nezumi Kozo” Jirokichi (1797~1832) both of whom were viewed as Robin Hood-like figures.   In the fictional world, too, you can find a famous thief in Japan: Lupin V.   The first Lupin Vmanga appeared in the debut issue of Weekly Manga Action, Japan’s first comic magazine targeting young men, which was inaugurated in 1967.   The manga series soon became popular and was made into an animated TV show in 1971, followed by two more series in the ‘70s and ‘80s.   It spawned other franchises, including annual TV specials, feature films, novels, a live-action movie, musical and video games.   Monkey Punch was among the pioneering manga artists who used computers to create their artwork digitally.   Last year marked the 40th anniversary of the original manga series, created by Monkey Punch.   A free exhibition is under way in Saitama featuring 50 pen-and-ink drawings and digital images created by the mangaka.    Can you imagine the future manga world?   Through experience manga in the modern society, we can immerse ourselves in the fantasy world and it is very good for avoiding stress.   What do you think about that?

  Tighter screening to foreigners starts.   Foreigners formed long lines to have their fingerprints and mug shots taken at airport and seaport immigration sections as the revised Immigration Control and Refugee Recognition Law came into force.   The revision of the law, which is intended to prevent terrorists from entering Japan, makes it obligatory for arriving foreigners to have fingerprints and facial photographs taken at immigration.   The new system was introduced at 27 airports, including Narita and Kansai airports, and 126 seaports.   The law applies to foreigners aged 16 or older, except for special permanent residents and diplomats.   Even permanent residents and foreign residents in Japan who have Japanese spouses will be required to go through the process each time they enter Japan.   Once Justice Minister Kunio Hatoyama said at Foreign Correspondents Club of Japan that a friend of a friend was a member of Al-Qaida who had entered Japan several times, the issue became a hot topic.   However, documented evidence exists of an alleged Al-Qaida-affiliate having repeatedly entered Japan in the past.   Do you think high technology can prevent terrorists to enter Japan?

  The scandal involving the lavish entertainment provided to former Administrative Vice Defense Minister Takemasa Moriya by a former director of a defense contracting firm has highlighted the lack of openness in the Defense Ministry’s equipment-procurement process.   Ten years ago, a breach-of trust case involving the then Defense Agency’s procurement headquarters revealed wrongdoing in the ministry’s predecessor.   The latest scandal, however, shows the procurement system still allows collusion between the defense industry and bureaucrats who can influence the decision-making process in this respect.   Most contracts to procure weaponry and other defense equipment differ from ordinary companies’ trade or procurement contracts.   This is because most products procured by for the nation’s defense-such as rifles, ammunition, tanks, submarines and parts for jet fighters-are purchased only by the self-Defense Forces.   In addition, only a few manufacturers produce such products.   As a result, many Defense Ministry procurements are made through discretionary contracts.   Don’t you have any idea to prevent such serious bribery cases?

  The issue of whether the current higher provisional tax rates, including that for gasoline, will be maintained is a matter of importance that directly affects people’s daily life and fiscal policies of the central and local governments.   The issue should be viewed in consideration of the long-and medium-term perspectives, not through the rose-colored filter of euphoria over a short-term drop in gasoline prices.   The main focus for both ruling and opposition parties is the provisional tax rate issue.   Democratic Party of Japan Secretary General, Yukio Hatoyama strongly demanded the provisional rate of the gasoline tax be eliminated, saying it had been introduced 34 years ago and now works on behalf of a number of vested interests.   Now gasoline prices are enormously high.  Everyday people must consider these prices a great burden on their daily life.   I myself find the prices outrageous.   The conservative Diet Members expect generous donations from road construction companies and through large road projects, they often receive lucrative benefits. The bureaucrats set up their own special organizations to manage them for themselves, the so called Amakudari (recommended from high quarters).   Around here we have enough roads.   Do we really need to be building so many more roads?  What do you think about this?

  Public anxiety over the safety of imported food products from China is spreading across the country.   This is a situation totally different from a series of food mislabeling cases that involved falsifying origins and expiration dates.   A growing number of cases have been reported of people, not only in China and Hyogo prefectures but in various other regions, suffering nausea and diarrhea after eating frozen gyoza made at a factory operated by Hebel Foodstuffs Import and Export Group Tianyany Food Processing in Hebei Province, China.   A large amount of methamidophos, an organic phosphorus agricultural chemical, was detected in the gyoza and in its packaging.   A full disclosure of the extent of the food-poisoning cases and their causes is essential.   There have been reports in the past of imported food products from China containing excessive amounts of agricultural chemicals.   However, victims in the current cases include a child who became seriously ill after eating the food.   It is believed the chemical level in the gyoza was at a near lethal level.   We have many reasons to cause those kinds of incidents.   One of them, I think, is the different criteria of the system because still now China is a developing country.   So we must figure out what is the reason to be caused in the different situation.  What do you think about that?

  Overlooking a mountain lake a few hours drive from Tokyo, dozens of tall wind turbines spin in the breeze creating carbon-free power for the world’s fifth-biggest emitter of greenhouse gases.   A sudden change in breeze spins the turbines in a different direction, an apt symbol of Japan’s efforts to shift away from fossil fuels for renewable energy such as wind power to help cut its greenhouse gas emissions under the Kyoto Protocol.   Wind farms such as Fukushima Prefecture’s Nunobiki Plateau Wind Farm, which generates enough electricity to power about 35,000 homes a year, have failed to make a dent in the nation’s obligations to cut carbon gas emissions under the international agreement.   But Japan is now looking toward the sea, following in the footsteps of Europe, which is the world’s leader in wind energy, by planning a network of offshore wind farms to tap into the gales of the Pacific Ocean.   It’s worthwhile entering the sector now as offshore technology is at the cutting-edge.  

  Until now fossil fuels have produced two-thirds of Japan’s electricity needs with other sources such as nuclear and hydropower making up most of the difference.   Renewable energy sources contribution to Japan’s electricity needs are almost negligible.   What do you think about that?

  Five years have passed since the United States launched the Iraq war.   The ongoing turmoil there is a burden on the United States’ shoulders.   There is cause for concern that the current situation may have resulted in a decline in the ability of the United States to play a role in and live up to the responsibility it previously assumed in preserving the peace and security in East Asia.   This is a matter of serious concern for Japan.   As it turns out, no weapons of mass destruction have been found in Iraq, contrary to the assertion repeated by the United States, and supported by Britain, in going to war with Iraq.   The U.S. death toll has reached about 4,000 and has cost Iraq an estimated 100,000 lives-some put the number as high as 150,000.   There is as yet no sign of Iraq becoming peaceful or stable.   This has encouraged some critics to denounce the U.S. military action as a war without cause.   However, one must remember what had happened before the start of the war.   Failure to do so means forgetting why the United States went to war against Iraq.   The terrorist attacks on the United States on Sept. 11, 2001, left the country increasingly suspicious that some “rogue” states were building and proliferating WMD.   Now the U.S. owes a big burden to Iraq.   This means American citizens must support their government financially.   In the future the big deficit will cause various kinds of trouble unpredictably.   What do you think about that?

  It’s been dubbed a Noah’s Ark for plant life and built to withstand an earthquake or a nuclear strike.   Dug deep into the permafrost of a remote Arctic mountain, Norway has created a “doomsday” vault to protect the world’s seeds from global catastrophe.   The Svalbard Global Seed Vault, a backup to the world’s 1400 other seed banks, was officially inaugurated in a ceremony on the northern rim of civilization attended by about 150 guests from 33 countries.   The frozen vault has the capacity to store 4.5 million seed samples from around the globe, shielding them from climate change, war, natural disasters and other threats.   It was about minus 15 C outside but it was colder inside.   Giant air conditioning units have chilled the vault to minus 18 C, a temperature at which many seeds could last for 1,000 years.   Even if power systems failed, the permafrost around the vault would help keep the seeds “cold for 200 years even in the worst case climate scenario.   We must avoid the seeds from being in danger of extinction by natural disasters and wars.   The affluent foodstuffs we can possess are very important, so this kind of preservation system is an essential matter for human beings.   If you wish, please share your opinion about this with us.

  The looming introduction of the lay judge system, which comes into effect on May 21,2009, is causing people in legal circles to feel increasingly anxious about solving a mountain of outstanding issues prior to its introduction.   The lay judge system will be used in serious criminal cases such as murders, and citizens are expected to start playing a part from the following summer.   One outstanding task is to secure enough lawyers for criminal trials before the system kicks off.   The criminal justice system is undergoing major changes in preparation for the lay judge system.   Pretrial summary procedures, which started in 2005, allow prosecutors and lawyers to meet before a first trial to draw up a short list of points of contention and evidence, to help speed up court deliberations.   From 2008, cases in which decisions are handed down several days after the start of the first trial will get into full swing.   This system is very good for increasing understanding of the court system by ordinary people.   Court must belong to citizens.   Awareness of the court by citizens can lead to an idealistic law system.   So public relations activities also are important for winning understanding and support from citizens for the lay judge system.   Please comment about that.

  On the first of June this year, two men set sail from the port of Long Beach, Calif., bound for Hawaii, on a raft made of junk.   Their cabin is the cockpit of a Cessna 310, white with a blue racing stripe, salvaged from the desert.   It floats on a system of handmade pontoons-15000 plastic bottles held together with recycled nets-propelled by currents and wind.   If it sounds dangerous and makeshift, that’s the point.   The pilots of the Junk, as the vessel is called, want to get your attention.   Their cause is alerting the world to the fouling of our oceans by plastic debris, and the Junk is the poster child (www.junkraft.com).   Plastic flotsam-100 million tons of it-already litters the oceans of the world.   Another 60 billion tons of plastics will be produced this year alone.   A particularly dense accumulation of debris can be found in a holding pattern 1,000 miles off the California coast, in an area known as the central North Pacific gyre, the calm core of a convergence of four major ocean currents rotate clockwise under a large high-pressure zone.   What gets in there can be trapped for decades.   About 80 % of the plastic debris in the oceans gets there from land.   It isn’t dumped off ships.   Rather, it washes from our beaches and streets and highways, through storm drains and into streams and rivers.   What should we do to protect the fouling of the oceans where we dump the plastics?

Dear friends,

  Election-related meltdowns in Zimbabwe and Kenya are stark reminders of democracy’s fragile foothold in Africa, despite years of financial and diplomatic investment by the United States, Japan and other countries.   In addition to disputed presidential elections in Zimbabwe and Kenya, where longtime incumbents refused to cede power after their opponents declared victory at the polls.  Last year’s ruling party victory in Nigeria was widely condemned as flawed.   Uganda’s president changed the country’s constitution to stay in power.   Ethiopian government forces killed about 200 opposition supporters after a 2005 vote.   Though there have been democratic success stories, such as Ghana and Sierra Leone, some see the coming years as a crucial period in determining whether much of Africa will move forward in embracing democracy.   The continent right now seems caught in the middle between the good cases and bad cases.   These cases are not only on the African continent but also North Korea and Myanmar etc.  The history of democracy is not enough to attain the real goal in these nations.  What do you think about that?

  The case of a fatal shooting in Los Angeles in 1981 that had generated public interest for more than a quarter century has ended with the suicide of suspect Kazuyoshi Miura less than 24 hours after his transfer from Saipan to Los Angeles on a murder conspiracy charge.   Miura, 61, a former president of an imported goods company, had been held on Saipan for seven months in connection with the fatal shooting of his wife, Kazumi, 28.   He committed suicide at a Los Angeles Police Department detention facility.   Someone said that he gave a hint wearing a baseball cap printed with the slogan “peace pot microdot” when he was transported from Saipan to Los Angeles.   The latter two words refer to drugs, and the phrase is used by some drug users to say good bye.   “Pot” refers to marijuana and “microdot” to a dose of LSD.   Anyway Miura suicide ends 27-year case.   Miura is a suspect murder of two women -one of them is the first wife, Kazumi.   I think that he is really a cold-hearted fellow but in the court the suspect must always be given the benefit of the doubt.   What do you think about that?

Dear friends,

  Oct. 25, 2008 marked the first month since 10 Japanese crested ibis, known as toki, were released in Sado, Niigata Prefecture.   Follow-up observation has revealed the range of their movements to be wider than expected while revealing the specific locations at which some of them look likely to settle.   The whereabouts of two of the birds remain unknown, however, and the looming problem they all face is surviving the coming winter when prey will become scarce as their feeding ground are covered with snow and ice.   When the mountains are covered with snow, the birds can no longer find insects like locusts to eat.   When the surface of open water freezes, it becomes difficult for the birds to catch loaches and frogs.   The Environment Ministry regards this winter as the biggest hurdle for the ibis’ return to the wild and plan to supply loaches to the feeding grounds if the situation becomes desperate.   I think that released crested ibis is a symbol to avoid a beautiful bird extinction.   Do you have some good ideas that these birds can survive in the natural environment?

  Pride and patriotism swept India on Oct. 22, 2008, after the successful launch of an unmanned mission to the moon for the first time.   India has joined Japan and China in the space program in Asia.   This is a great leap forward for India in space technology.   India is hoping that the mission will boost its space program into the same league as regional powerhouses Japan and China.   The growing interest in space also has security implications, with some analysts warning of a potential arms race as these emerging powers look to develop military applications in space, both for intelligence gathering and potential space-based weapons.   China’s progress in space technology has worried the United States.   China conducted an anti-satellite test and destroyed one of its own satellites in space by firing a missile.   This has been a concern for the United States because China has now acquired capability to destroy U. S. spy satellites in space.   Likewise, India can use its space technology to destroy spy satellites over India.   Through this launch, India will also drive home its status as a rising power with more than 1 billion people by leaving its national flag on the moon.   New Delhi hopes to get ahead of China in sending a manned moon mission.   In the future, China and India will take a fierce battle in the space race.   What do you think about that?

Dear friends,

  Japanese ship crew and passengers now face the dangerous situation off Somalia.   An incumbent situation of Somalia is dreadfully bad with no government support.  Gangsters kill people because of no protection of police system so far.   So our government must think that new law is urgently needed for fight against piracy.   The dispatch of Maritime Self-Defense Force vessels to waters off Somalia to fight piracy under a maritime policing provision of the Self-Defense Forces law is merely a stopgap measure.   New legislation to enable the MSDF to tackle piracy is still urgently needed and should not be put on the back burner.   An average of five or six Japanese-registered ships and foreign ships with Japanese crew, passengers or cargo on board, pass through the waters off Somalia every day.   Pirates are ready at any time to wreak havoc on these vessels.   The MSDF dispatch under the maritime policing provision can be considered an emergency measure for the sake of swiftness.   From now on, the Defense Minister should do its utmost to make exhaustive preparations for this dispatch, including the creation of operation standards for sailors when escorting commercial vessels and fighting pirates, and training of these sailors based on such standards.   The ministry also will need to coordinate the MSDF mission with similar efforts by other countries and gather necessary information before the dispatch.   What do you think about this?

  Thriving only in near-freezing waters, creatures such as Antarctic sea spiders, limpets or sea urchin may be among the most vulnerable on the planet to global warming as the Southern Ocean heats up.    Now scientists on the Antarctic Peninsula are finding worrying signs that they can only tolerate a very narrow temperature band and the waters have already warmed by about 1 C in the past 50 years.   Because this is one of the most rapidly warming areas on the planet and because the animals are so temperature sensitive………this marine ecosystem is at higher risk than almost anywhere else on the planet.   I like Emperor penguins.   They are the world’s largest penguins which could be pushed to the brink of extinction by the end of this country due to the melting of Antarctic sea ice caused by global climate change.   Also Emperor penguins, the species of these aquatic flightless birds featured in the Oscar-winning 2005 documentary “March of the penguins”, breed on Antarctic sea ice and dive from the sea ice to feed on krill, fish and squid.   Researchers predicted how climate warming and the resulting loss of sea ice would affect a big colony of emperor penguins on the Antarctica.    What do you think about that?

  If you want to escape from everyday nuisances and experiment with deep introspection through meditation, an ideal destination is Eiheiji temple in Fukui Prefecture, a leading Zen center famed for its especially stern approach to ascetic training.   More than thirty years ago I traveled to Eiheiji to practice Zen meditation, so called zazen, for the first time in my life.   In the temple, the clusters of trees on its grounds created an atmosphere of soulful tranquility.   Soon after arriving, I was guided into a dimly lit Zen hall, where I sat on a tatami with my legs folded tightly.   I was to meditate for 30 minutes, and during the time I was supposed to clear my mind of all thought other than the fact that I was sitting.   Many things popped into my head, but finally I felt the almost intolerable pain in my legs.   An observing priest must have detected my lack of concentration, as at one stage he delivered a sharp reprimand by whacking me on the right shoulder with a wooden paddle.   I don’t know but at the moment I was released from the matters of all anxiety   I really got a mysterious feeling.   Can you imagine that?   Sometimes we should escape from a pragmatic life to inspire our spirit.    What do you think about that?

Dear friends,

  Many people in Japan think infectious diseases are a matter of the past.   But the reality is that infectious diseases continue to threaten Japan as well as the rest of the world.   I think that the Japanese government must have a responsibility to the international community to ensure the control of infectious diseases and that worldwide collaboration was indispensable for preventing their spread.   The new influenza virus was first confirmed in Mexico in April and quickly spread to other countries.   On April 30, the WHO raised the level of influenza pandemic alert to phase 5 after human-to-human infection of the virus spread to at least two countries in one region.   The level is one notch below a fully fledged worldwide pandemic.   However, we need to react calmly to the situation as the new strain of the virus is not that severe even though it is quite infectious, and two existing influenza antiviral drugs are known to work well against the H1N1 virus.   In Japan, H1N1 influenza cases have already been confirmed not only in Hyogo and Osaka prefectures but also in Kanto region.   Now that it has been determined that the new virus is spreading domestically, the government would have to adopt a new policy on tackling the new strain of influenza.   When considering the safety and peace of mind of Japan’s citizens and the nation’s global responsibilities, the implementation of measures to fight infectious disease is a matter of urgency over which procrastination cannot be tolerated.

  In August, we usually skip the meeting because of being very hot and the summer vacation.   But this time we will have a special meeting on August 9th, the second Sunday, at 10:00 AM at the Lounge due to Dutch artists coming to Fukuyama to exhibit their works at Tenmaya Department Store this summer.   While they are staying there, on August 9th, they will come here in the Lounge and make a speech on “Dutch Life and Culture.”   Their names are Ms. Molly Ackerman and Mr. Fred Rohde.   Ms. Molly whose occupation is a painter is very famous mainly in Europe and New York.  Her work’s distinguishing is extraordinary bright special color.   Mr. Fred whose profession is a professor of Mathematics and an expert of photography is a leader of photography world in Europe.

My friends,

  Japanese manga is now on a top level in the world, I admit and admire it.   But nowadays those ones are too extreme and radical partially on the base of sex industries.   Some of them are much concern to violation, arms related, and war related stories throughout killing people without consciousness.  

  Here’s some news on the subject.

  When you hold a manga in your hands to read it, your thumbs hover at the edges of your vision while your eyes are focused on the page.   But there are so many manga stories about people whose arms turn into monsters or machines that you might want to stop and check what your fingers are up to.   In the popular manga Parasyte, teenage protagonist Shinichi must come to grips with the fact that a shape shifting space alien has taken over his right arm.   A major character in The Kurosagi Corpse Delivery Service believes his arm to be inhabited by a space alien who speaks through an ever-present hand puppet.   The title character of Vampire Hunter D has a mysterious entity living in his hand, with its face appearing in his palm.   Relations between a person and a possessed limb are often antagonistic, and there is an episode in Jojo’s Bizarre Adventure in which a demonically possessed arm actually tries to kill the man it is attached to.

   We usually have a meeting regularly once a month throughout the year, however, in October besides the regular monthly meeting on 25th entitled “Arabesque: Photos of Dave Maat “ at 1:00 PM, we have a special meeting on October 4th, the first Sunday at 10:00 AM at the Lounge.

We feel privileged to be able to invite you to this very special presentation ‘Corporate Governance’ (企業統治)given by Ms. Lola I Okazaki-Ward, visiting fellow School of Management Cranfield University and the author of Eikokujin ni natta Yamatonadeshiko published in 2008.

Born in Tsingtao China and repatriated to Momoshima Village now Momoshima Town of Onomichi city, she attended and graduated from Onomichi Girls’ High School in 1948.  Married to a captain of the Construction Corps of British Occupation Forces stationed in Kure in 1953, she obtained British citizenship, brought up four children, making a great contribution in the academic field in Britain. 

Sparing her valuable time during her short stay in Onomichi to attend the centennial celebration of Onomichi Higashi High School, she kindly accepted our request to share her expertise and her life’s experience in Britain with us together with her husband Mr. Ward who served a power company in a managerial position. Dear friends,

  Do you like udon?   I like udon very much, too.   This time I will show you one of many ways of man-made udon, not through machines.   After reading, I hope that you will get something important or rich in soul.  

  The initial process of udon making, called ogone (rough mixing), involves the mixing of wheat flour, salt and water to make dough.   It is one of the most important steps in the process because the taste of the udon is determined at this stage.   For that reason, craftsman mixes the ingredients himself.   Experience [in mixing the dough] is more important than anything else.   The delicate combination of salt and water has to be changed carefully in accordance with the temperature and humidity.   In mixing, he has to concentrate on the touch of fingertips and palms on the dough.   The flour is placed in a one-meter-diameter tub and he uses his consummate skill to knead it into a large mass of dough.   The dough is then moved to a worktable, where three of the staffs tread on it, causing it to spread and expand.   After that, the dough is then folded.   This process is repeated four to five times to make it more resilient.   After being set aside for 24 hours, the dough is separated into chunks weighing 750 grams, and these are set aside overnight.   Finally, the dough is stretched again using the feet and rolling pin.   The two-day udon-making process is completed when the dough is cut with a noodle knife and dried.

  Radio waves were the start of my career as an engineer.   We usually use the short waves with the Morse signals to communicate with people in the faraway places through the radio waves communication law.   But the technological development enormously and rapidly has been accelerated beyond my imagination.   Technological innovations have given rise to new types of services that are not covered by existing regulations targeting broadcast and communications services.   To make such new “buds” part of the industry’s growth strategy, those rules and regulations need to be reviewed.   The proposals call for reviewing the current regulatory categorization of services based on the type of operation, such as wired or wireless services, and instead recategorizing the services based on function, such as program production and radio transmission.   There are as many as nine major laws governing information and communications services.   The laws include a number of regulations that do not match the actual situation.   The latest proposals bear great significance in that they seek to remove barriers between broadcast and communications services in regulating such operations, with the probable integration of those services in mind.   Lastly anyway this move can act for the benefit of consumers, I really hope.

  The Government Revitalization Unit, a flagship organ of Prime Minister Yukio Hatoyama’s Cabinet aimed at eradicating wasteful government spending, held its first meeting.   But how much will the new body be able to slash from the vested interests of governmental organizations?   The success or failure of the new unit will be directly linked to the public’s appraisal of the Hatoyama Cabinet    The democratic Party of Japan said it should be able to scrape together most of the money necessary to implement its new policies, such as a child-rearing allowance and the elimination of expressway tolls, by changing the expenditures of the budget.   The new unit is set to play a central role in this task.   I really think that a child-rearing allowance is an urgent matter because the population in our country is rapidly decreasing.   Once we had more than 120 million people but now about 100 million.   In 300 years our total population will be about 5 million.   The latter statistic is also very important because the road is closely linked to the industry.   Less transportation fees can be vital to the economy in our country.   Scrutiny of budgetary requests is carried out by sorting the projects into several categories.   The unit will review the projects individually based on such criteria as whether they are really necessary, whether they will be implemented by a national or local government, or by private sector, and whether there are any other efficient alternative measures.

  In its attempt to slash costs, the Government Revitalization Unit has targeted categories of government expenditure that previously were considered untouchable.   The government is attempting to eliminate spending deemed wasteful from initial budget requests for fiscal 2010, with the ultimate aim of reducing total expenditure by \ 3 trillion.   The categories include: health care expenses; the Japanese share of costs for U.S. forces stationed in Japan, known as the “sympathy budget;” the central government’s share of costs for compulsory education; and local allocation taxes.   However, ministries, agencies and private companies that would be adversely affected by the cuts likely will voice objections, foretokening stormy weather prior to the final conclusions.   At a meeting of the teams for sorting out the projects that will be subject to budget cuts, we’ll review everything leaving no stone unturned.   The new administration’s most important arm-in one context-will get moving.   But it is very difficult for us to bread the strongholds (Gajo in Japanese) which have been built by bureaucrats and some LDP Diet members ( Zokugiin in Japanese) through fifty years.

A “significant amount” of frozen water has been found on the moon, the U.S. National Aeronautics and Space Administration said, heralding a giant leap forward in space exploration and boosting hopes of a permanent lunar base. Preliminary data from a dramatic experiment on the moon “indicates the mission successfully uncovered water in a permanently shadowed lunar crater, “NASA said in a statement. “The discovery opens a new chapter in our understanding of the moon,” it added, as ecstatic scientists celebrated the landmark discovery. “Yes indeed we found water and we did not find only a little bit but a significant amount, said a project scientist and principal investigator for the 79-million dollar LCROSS mission. The data was found after NASA sent two spacecrafts crashing into the lunar surface to probe Earth’s nearest neighbor for water. One rocket slammed into the Cabeus crater, near the lunar southern pole, at about 9,000 kilo meters per hour. The rocket was followed four minutes later by a spacecraft equipped with cameras to record the initial impact, which sent a huge plume of material billowing up from the bottom of the crater, untouched by sunlight for billions of years. When I was a boy, I heard the fairytale story about rabbits in which they pound hot rice to make mochi ( rice cakes ) on the surface of the moon. That is very imaginative but not scientific. The progress of science has rapidly accelerated since the Apollo mission arrived on the moon from the earth. Hopefully we might live on the moon in the future.

Dear friends,

  Good governance or consumer democracy?   That is the question.

China is certainly doing things its own way.  Google, the very symbol of the information revolution, is locked in a stand off with that country’s communist rulers and their murky party hackers.   The trial run of China’s new “Harmony Express,” the world’s fastest train, took place on nearly the same day as the recent trial of human-rights activist Liu Xiaobo.   While the Harmony Express streaked from Guangzhou to Wuhan in less than three hours, Liu Xiaobo was sentenced to 11 years in prison.   The news that a harshly ruled but prospering China is no longer emerging but has emerged is all the buzz at this year’s Davos conclave.   Hopefully, the high-powered buzz will yield a little more introspection in the West, and not just over bank regulation, instead of yet another round of excoriating the East.  Perhaps it is time to take another look at democracy as we know it, not just because of the economic success of authoritarian China, the very emblem of non-Western modernity, but because the West itself has changed.   In much of the West today, especially in the United States, we no longer live in an industrial democracy, no less the agriculture-based landed aristocracy in which most political systems and their constitutions were originally conceived.   We live in a consumer democracy now I must say.   If the 20th century was about the competition between democracy and totalitarianism, the 21st century pits the excesses of consumer democracy against capable governance with too little democratic accountability.

  Marine experts say that marine pollution is causing increasing numbers of a species of deep-sea lancet fish to be washed onto a beach in Shizuoka Prefecture with fragments of plastic in their stomachs.   The number of lancet fish being washed onto Miho beach, a scenic spot on Suruga Bay that is well known for its Miho no Matsubara pine forest, has risen almost 10-fold in the past two years.   The researchers reported that scraps of plastic bags and other fragments of plastic can be found in the stomachs of 80 percent of the fish washed a shore.   The natural habitat for lancet fish is in the deep sea where the sunlight does not penetrate.   They eat by sucking up anything in their path.   The researchers said that lancet fish are washed ashore after being caught in currents that push them toward the surface, where they are weakened by sunlight.   “The phenomenon is partly due to the upward currents becoming stronger,” the researchers said, “It’s likely, though, that an increased number of lancet fish swallow undergraded plastic that has accumulated in the sea.   As a result, the fish weaken and are washed onto the beach.”   Nowadays we usually use a lot of plastic in our daily life such as shopping bags, kitchen items, sports items, and so on.   Those things wash away finally to the sea to cause fatal result to fish.   So we, human beings, are extremely careful of using plastic things to prevent fatal damage to fish.

  A government white paper on nuclear safety called for Japan to further promote nuclear power generation as a way of curbing global warming.   If the rate of utilizing nuclear power facilities improves by 1 percent in Japan, carbon dioxide emissions will drop by about 3 million tons in the country.   But there is room for further efforts to raise facility utilization rates in Japan, the white paper said, noting that rates in the country are lower than those in other advanced countries like the United States.   The white paper summed up disaster-prevention efforts each power company has made in the past decade, to mark the 10th anniversary of a 1999 accident at uranium processing plant in Tokaimura, Ibaraki Prefecture.   Despite efforts being made to prevent accidents and strengthen safety checks and regulations, various accidents and problems have continued at Japanese nuclear power plants in the past 10 years, the white paper said, citing an August 2004 accident at a reactor at the Mihama power plant in Fukui Prefecture that led to the deaths of four workers and a series of data fabrication scandals at major utility firms.   The white paper called on the Nuclear Safety Commissions to address in the next 10 years various challenges associated with the government’s policy of promoting nuclear power generation.   What do you think about  that using nuclear power to curb global warming?

  How can we stop the proliferation of nuclear weapons, which threatens global security?   The NPT is an international agreement aimed at preventing the spread of nuclear weapons.   By limiting nuclear weapon states to just the five countries that tested nuclear weapons before 1967 – Britain, China, France, Russia and the United States – and committing all the signatories to nuclear nonproliferation, the treaty inhibits the further appearance of such states.   About 190 countries, including Japan, currently belong to the treaty, which came into force 40 years ago.   However, the NPT regime has been seriously undermined recently.   North Korea conducted nuclear weapons tests twice after announcing its withdrawal from the pact, and has set a dangerous precedent of developing nuclear arms under the guise of the peaceful use of nuclear energy.   Iran also violated the treaty by avoiding inspections by the International atomic Energy Agency.   Another problem is India, Pakistan and Israel which have nuclear weapons. They are non members of the NPT.   What do you think about that?

  Now in Japan we are facing an aging society with loneliness separated by family members and the unity of the people is getting lesser and lesser. When I was a boy, usually I played with young neighbors sometimes not at my home but the relative or neighbor home, it means, it is very easy for us to visit or stay at the relative’s or the neighbor’s houses, however not now.   Loneliness sometimes causes mental damages even among young people.   So the young find new way to live.   It is ‘Share Houses’ with communal areas a hit with the 20s and 30s crowd.   Residents can communicate with others in the common living room and kitchen, but maintain a private space in their personal rooms.   Some companies have transformed vacant employee condominiums into this kind of communal housing.   For instance, at Share House Icho, which occupies three floors of a building in Tokyo’s Kita-Aoyama district, five women aged 23 to35 live together.   The house has private rooms, as well as a living room and kitchen for common use.   “I’d die if I didn’t have anyone to talk to,” said one of the residents.   She enjoys being able to chat with other residents.   Born in Kansai region, she moved to Tokyo in April 2008 because of a job transfer.   The other moved to the share house in September shortly after it opened.   She said she was attracted by the prospect of stimulation not available when living alone.  Of course, everyone sometimes wants to be alone.  Whenever someone gets this feeling, they can head to their room.   What do you think about that?

  Solar Battery can be used in every corner of the technological field nowadays.   This case is one of the good examples.   I really think that new technology can help break society’s dependence on fossil fuels.  

  An experimental solar-powered plane has completed its first 24 hour test flight successfully, proving that the aircraft can collect enough energy from the sun during the day to stay aloft all night.   The test brings the Swiss-led project one step closer to its goal of circling the globe using only energy from the sun.   Pilot Andre eased the Solar Impulse out of the clear blue morning sky onto the runway at Payerne airfield about 50 kilometers southwest of Swiss capital Bern at exactly 9 a.m. on July 8th.   Helpers rushed to stabilize the pioneering plane as it touched down, ensuring that its massive 63 meter wingspan did not scrape the ground and topple the craft.   “We achieved more than we wanted.   Everybody is extremely happy,” Andre told reporters after landing.   In the near future, I hope that solar powered airplane can be available for commercial use, hopping around the world.

  Capitalizing on the increasing popularity of bicycles for their health and environmental benefits, many local communities are trying to attract tourists and encourage them to stay longer by offering bicycle-rental services at a low price.   We have many cases of rental bicycles all over Japan.   I live in Onomichi so I’d like to introduce my city’s case.   We have a big attractive area by Shimanamikaido (Islands sea lane) connecting from Onomichi to Imabari about more than 70km through a dramatic scenic beauty in Seto Inland Sea, especially you can imagine music in your mind “Red Sail in the Sunset.”   Many islands connected by ten big bridges can attract you beyond your imagination.   If you’d like to see this scenic beauty through Shimanamikaido you might as well use rental bicycles at the Rental Bicycle Station just in front of Onomichi Rail Road Station.   Traveling around islands and bridges by bicycles is really fascinating, as you can enjoy dramatic changes in scenery and very beautiful flowers there.   To begin with, you might refer to “Bike Touring Guide Map 70km.”   It says the adult rental fee is 500yen for a day additionally you must pay the deposit 1000yen, but the deposit will be returned if you go back to the same station.   You’d like to know more information you can read that pamphlet.   I hope that you will enjoy breathtaking nice ocean views through Shimanamikaido.

  Nothing undaunted by farming tragedy in Tokushima prefecture, one of the old women there plunged into new field.   You know restaurants and inn use different kinds of vegetation, including maple and bamboo leaves, as decorative garnish called “tsumamono.”   Kamikatsucho became one of the few areas of the country that specializes in growing plants especially for this purpose.   Kamikatsucho once was a poor agricultural farming area.   Income is very low for living there.   During the winter very often they have the cold snaps.   In 1986, an instructor at agricultural cooperative, suggested growing irodori.   Just by harvesting the vegetation growing naturally behind people’s homes, he thought, people could make some easy cash.  Locals laughed at his idea, and farmers were opposed, saying, “You are not a fox or tanuki are you? [Tanuki is thought to cheat people].”   But one of the old women named Hikari thought she would give his idea a try.   She admired him for working so hard to help farmers recover after the cold snap.   She has done her best to grow those properly.   This way her product reached the restaurants just when they were needed.   Her produce gradually began to fetch a decent price and the town’s irodori industry expanded from just a few families.   Currently, about 200 of the town’s farming households work in the irodori industry, bringing in about \ 200 million annually.   Thus the fatal encounter and idea combining make them happy life.  I really think that Japanese dishes with beauty are No 1 in the world through Japanese people’s strong sense of beauty.

  Internet impact is world-widely getting stronger and stronger nowadays especially because we can notice the drastically changed situation in Egypt through Internet power.   Of course we have many different opinions-pros and cons-of Internet freedom plan.   It is a very good point among people that the life of dictatorship can be shrinked due to Internet power.   U.S. Secretary of State Hillary Clinton will unveil a new U.S. push of global Internet freedoms, citing Internet-fired protests in Egypt and Iran as examples of how new technologies can spark political transformation.   Clinton, making her second major address on Internet policy amid growing evidence of how communications technologies can transform politics around the globe will underscore U.S. commitments to a free, open and secure Internet.  However Clinton has condemned the WikiLeaks releases, saying they are based on stolen information that threatens both U.S. security as well as the wellbeing of confidential sources including human rights activists and others cited in the cable traffic.   But she has also strongly defended the basic value of a free Internet, saying social net working sites such as Twitter and Facebook can give voice to people’s aspirations as seen in protests in Tunisia, Egypt, Iran and elsewhere.   What do you think about that?

Dear friends,

  Now a political turmoil is very serious through many scandalous incidents.   Politicians level is very low in our country, it means the lowest in the advanced country but we chose them it means Japanese people’s political sense is tantamount to them, I presume.   I pick one of bad examples.

  Former Prime Minister Yukio Hatayama said recently that when he cited the deterrent provided by U.S. marines stationed in Okinawa Prefecture as a reason for axing a plan to move the marines’ Futenma Air Station outside the prefecture, it was “an expedient excuse.”   This irresponsible and inappropriate remark could basically deny the importance of U. S. forces stationed in Japan-a foundation of the Japan-U.S. alliance.   His comments will arouse distrust among the people of Japan and the United States, let alone residents of Okinawa prefecture.   When Hatoyama was prime minister, he announced a plan to relocate the Futenma base outside Okinawa prefecture had been dropped, and the administration would focus on a new site within the prefecture.   “I’ve come to learn that the deterrent provided by the U.S. Marine Corps can be maintained only as part of the entire U.S. forces stationed in the prefecture.”   Yet in a recent interview with an Okinawa newspaper and other media, Hatoyama admitted he used the word “deterrent” to rationalize his broken promise to move the base outside the prefecture.   He added, “If you call it an expedient excuse, it was.”   It is really stupid without deep consideration, I presume.

  Every spring we Japanese can enjoy very beautiful and special scenery around local areas usually.    I myself can feel a happy life moment in spring.   One of them is a rice paddy.    Mid to late May is a special time of year out in the rice paddy countryside.   The rice seedlings, usually transplanted into the paddies around the beginning of the month, have taken hold and are just starting to grow.   On a calm day, the paddies turn into mystical water mirrors, reflecting the trees from the surrounding slopes.   Paddies are entirely man-made habitats built for the single purpose of growing rice.   Ecologically, however, they function much like shallow wetlands.   Many species of dragonfly and damselfly lay their eggs in the paddies, as do several types of frogs.   As might be expected, this wealth of small animal prey attracts various birds to the rice paddies.   Egrets and herons feed steadily all day long, and are usually considered to be the typical “paddy bird.”    So rice paddies play key role in conservation of migratory birds and also are very important for Japanese people because rice is the most delicious food in the world, I presume.   So shall we discuss on how important the rice is for us Japanese and natural environment?

  We suddenly face natural disasters such as tsunami, big earthquakes, floods, typhoons, tornadoes, and so on.   Those are very dangerous for us human beings.   This time I pick up tornado cases which have occurred in the United States.   Storm science has greatly improved tornado warnings in recent years.   But if that has led anyone into a sense of security, that feeling has taken a beating in recent weeks.   The April 25~28 series of storm that, some are calling Super Outbreak 2011, killed more than 200 people in the South and Midwest of the United States.   Less than a month later, a devastation tornado took more than 120 lives around Joplin Mo.   This now could be the deadliest year for tornadoes since 1950, based on an assessment of U. S. National Weather Service figures.   Typically, tornadoes spawn in the clash between warm, moist air from the Gulf of Mexico and cooler, dry air from the north and west-conditions that mark Tornado Alley in the Midwest and South, the most common breeding grounds for twisters.   Factors in this year’s excess may include La Nina, a periodic cooling of the tropical Pacific Ocean which can affect weather worldwide.   In a La Nina year there tend to be more tornadoes than average.   If that is a factor, the good news is that La Nina is weakening and is expected to end in a month or so.   Let’s think of tornado mechanism through internet pictures.

Dear friends,

  With an electricity shortage expected this summer due to the Fukushima No 1 nuclear power plant accident, it will be touch to beat the heat.   With people being urged to minimize their use of power-draining air conditioners, cooling gel pads and walking exercises are two ways to stay cool- and help prevent heatstroke.   Heatstroke is a disorder caused when the body loses its ability to control its temperature due to heat.   When it is hot, autonomic nerves in the body become active and open up peripheral blood vessels to increase blood circulation in the skin, which causes us to sweat.   As a result, heat that was stored up in the body is released, and the body is kept cool.    However, if we are in a hot environment for long enough, blood flow beneath the skin decreases and heat cannot be released, making temperature regulation impossible.   The main symptoms of an accumulation of heat in the body are dizziness, headache, nausea, cramps and loss of consciousness.   I emphatically consider that it is very important to save energy, but keeping a good health condition is more important than any other thing.   As for me I use a fan, it means strong air circulation will lower body temperature even when air conditioner is set to a higher temperature such as 28 degrees centigrade.   What do you do to cope with heatstroke or other heat-related diseases?

Dear friends,

  A research team led by a Kyoto University professor has developed a more efficient technique to produce induced pluripotent stem cells that is expected to minimize the risk of tumor development in medical applications of the cells.   Induced pluripotent stem cell, or iPS cells, can grow into many kinds of human cells and are thought to have great potential in the treatment of disease.    A major advantage of the technique is that it does not require the use of an oncogene, whose expression can lead to development of cancer.   The four genes usually inserted into adult somatic cells to produce iPS cells include one oncogene, which is used to increase the efficiency of the process.  Another advantage of the new technique which so far the team has used only on mice is that it minimizes the risk of iPS cells developing incompletely.  Incompletely developed iPS cells can also lead to cancer.   Generally, iPS cells are produced by introducing four types of genes into skin and other somatic cells.   Not using the oncogene decreases the success rate of producing iPS cells to 0.01 percent or less.   This inefficiency was the main obstacle to practical application of producing iPS cells without the oncogene.   The new technique almost completely eliminates the loss in efficiency caused by not using the oncogene.   To find a gene that could effectively replace the oncogene in the process, the group inserted 1437 genes, one by one, into mouse cells.  It found that using a gene called Glis 1 increase the success rate in producing iPS cells by as much as 100 times.   All iPS cells developed completely when Glis 1 gene was inserted into somatic cells of mice.  It means that the insertion of Glis 1 can produced mature (complete) iPS cells.  Mature iPS cells can kill cancer effectively, I presume.

My dear friends,

  In response to the crisis at Tokyo Electric Power Co.’s Fukushima No 1 nuclear power plant, the DPJ-led administration has shifted its energy policy to promote renewable energy in place of nuclear power, and is aiming to pass a bill in the Diet that would require utilities to buy renewable energy.   While this may create new industries, the cost of generating power will increase.   Mixed expectations and a sense of alarm are emerging among business circles in Japan and European countries where the promotion of renewable energy is well under way.   Renewable energy can be used continually without burning fossil fuels such as petroleum.   Some forms come from natural resources such as wind, sunlight and solar heat, while others draw on renewable resources such as raw compost and residual or “waste heat.   Also included is small-scale hydropower generation and biofuel made from plant materials.   But in reality regrettably renewable energy accounted for only about 1 percent of the total energy generated in Japan in fiscal 2009.   Conservative lawmakers and officials say that nuclear power plants do best in low cost, but I think that it takes 10-fold when compared with conventional ones considering the safety measures.   If it explodes, our hometown would be contaminated with radioactivity in a moment.   We cannot live there forever.   So I dare to say they are the enemy of our good citizens.

Dear friends,

  We sometimes have some dreams about the universe, and try to seek some fantastic world such as on the surface of the moon on which rabbits pound steamed ride into cake through fairy tales.   I surely believe that extraterrestrials live on another planet.   Now astronomical science has been developing rapidly and steadily.   So it is trying to achieve our dreams, I presume.  

  The most Earth-like planet ever discovered is circling a star 600 light-years away, a key finding in an ongoing quest to learn if life exists beyond Earth.   The planet, called Kepler-22b, joins a list of more than 500 planets found to orbit stars beyond our solar system.   It is the smallest and the best positioned to have liquid water on its surface-among the ingredients necessary for life on Earth.   The telescope, which was launched three years ago, is staring at about 150,000 stars in the constellations Cygnus and Lyra, looking for faint and periodic dimming as any circling planets pass by, relative to Kepler’s line of sight.   Results will be extrapolated to determine the percentage of stars in the Milky Way galaxy that harbor potentially habitable, Earth-size planets.   This is the first detection of a potentially habitable world orbiting a Sun-like stars.   Kepler-22b is 600 light years away.   A light year is the distance light travels in a year, about 10 trillion kilometers.   Olanets about the same distance from their parent stars as Earth take roughly a year to complete an orbit.  Scientists want to see at least three transits to be able to rule out other explanations for fluctuations in the star’s light, such as small companion stars.   Results also are verified by ground and other space telescopes.   What do you think about this?

  The University of Tokyo should start enrollments in autumn rather than spring so its schedule matches a majority of universities abroad, a university panel has proposed in an interim report.   The panel has been reviewing the timing of enrollment because the university aims to attract more students from overseas and make it easier its own students to study abroad.   The panel, however, said entrance examinations would still be held in spring.   The university, known as Todai, plans to compile a final report on the issue by the end of this fiscal year and aims to implement the new schedule five years later.    But controversy is predicted in light of cautious opinions about the plan at the university.    According to the university, among about 14,000 undergraduate students as of May last year, 276 or 1.9 percent were from other countries.   The percentage was much lower than the corresponding figure at prestigious universities in other countries, such as 10 percent at Harvard University and 7 percent at Stanford University, both in the United States.   The number of University of Tokyo undergraduates who study at universities overseas is also low, at 53 or 0.4 percent.   The interim report said that about 70 percent of countries in the world start university school years in autumn, and thus Japan’s condition of enrollment starting in April is peculiar.   I think that this problem is very difficult and has the pros and cons.   I fully agree, because it is important for us to make it not late for internationalization.   In addition I also think that it should change form April in September the beginning of a fiscal year.   However I have attachment strongly in April of a beautiful scenery and full of cherry blossom ( haru ranman ) as a start of the fiscal year.
