Burma, Laos to Charge Mekong Transit Fees
 The governments of Burma and Laos are to start charging transit fees for cargo boats using their stretches of the Mekong River. Most of the boats are Chinese-owned, transporting goods from China to Thailand.

 

The fees are expected to be levied on container transport from early next year. Containers weighing less than 100 tons will be subject to a transit charge of US $40. Containers weighing more than 100 tons will cost $50. The fees will be payable in both Burma and Laos

本日、国連安全保障理事会が協議を行い、国連政治局長（事務次長）が先日のビルマ（ミャンマー）訪問に関する報告をしたことを受け、アムネスティ・インターナショナルは、ビルマの人権状況を議題として取り上げることで、悪化するビルマの人権状況に対して行動を起こすよう国連安全保障理事会に強く求める。

アムネスティ・インターナショナルは、良心の囚人であった学生運動リーダー、テッウィンアウン氏（34歳）がマンダレー刑務所で本日死亡したことに、深く遺憾の意を表明する。アムネスティはビルマ（ミャンマー）軍政当局に対し、彼の死亡原因について直ちに独立した調査を行ない、その結果を公表することを要請する。またSPDC（国家平和発展評議会）は、すべての囚人の健康を守るために早急になんらかの手を打たねばならない。

ビルマの民主化運動は、ビルマ式社会主義という体制に反対する運動から始まりました。それはネィウィン（1911年生まれ）という独裁者に対する民衆の強烈な反発でもありました。ネィウィンは元ビルマ国軍最高司令官で、1962年に軍事クーデターによってビルマで全権を握ってから26年間、軍と情報組織の力を用いながら、独自の社会主義思想に基づいてビルマを治めてきた人物です。しかし、ビルマ式社会主義は、極端な経済不振と、国軍将校を中心とする特権層の腐敗、さらに人権抑圧をもたらしたため、国民の不満を買い、それが1988年に爆発したのです。
